Job Overview: The Programme Management Officer position is crucial for ensuring the technical viability and environmental soundness of proposed country programmes and multiyear projects aimed at phasing out controlled substances. The incumbent will work under the guidance of the Chief Officer and the supervision of a Senior Programme Management Officer. Responsibilities include reviewing and analyzing Country Programme Data submitted by Article 5 countries, preparing progress reports, and ensuring compliance with the Montreal Protocol's objectives. The role requires a strong understanding of project management, data analysis, and the ability to communicate effectively with various stakeholders, including bilateral and implementing agencies. The incumbent will also participate in meetings of the Executive Committee and contribute to discussions on project review and policy issues.
Duties and Responsibilities:
Project Review: Review consumption data and assess the technical viability, cost, and environmental soundness of incoming projects. Prepare comments for bilateral and implementing agencies to address identified issues and participate in consultations as needed. Draft pre-session documents and prepare worksheets with consumption and cost data. Participate in discussions on project review issues and provide suggestions for phasing out controlled substances.
Data Analysis and Management: Review data for annual progress reports, identify implementation delays, and verify data consistency. Extract and validate data from the knowledge management system and update guidelines for business planning. Monitor financial data and prepare lists of completed projects with funding balances.
Participation at Meetings: Prepare presentations related to project documents and participate in Executive Committee meetings. Perform any other duties as required.
Required Qualifications: Candidates must possess an advanced university degree (Master's degree or equivalent) in engineering, science, programme management, finance, data analytics, business analytics, data science, statistics, or a related field. A first-level degree (Bachelor's degree or equivalent) with two additional years of relevant work experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is desirable. Candidates should have a strong understanding of project management principles and practices, as well as experience in data analysis and reporting.
Educational Background: An advanced university degree (Master's degree or equivalent) in relevant fields such as engineering, science, programme management, finance, data analytics, business analytics, data science, or statistics is required. A first-level degree (Bachelor's degree or equivalent) in the specified fields with two additional years of relevant work experience may be accepted in lieu of the advanced university degree. Completion of both degree and non-degree programs in data analytics, business analytics, or data science is considered desirable.
Experience: A minimum of five years of professional experience in project/programme management, maintaining and reporting on financial data, or a related field is required. Candidates should have experience in developing, analyzing, and presenting reports and data, as well as producing financial reports using business intelligence tools. Knowledge of the Montreal Protocol and experience in energy efficiency in refrigeration and air-conditioning equipment is desirable. Additionally, two or more years of experience in data analytics or a related area is preferred.
Languages: English and French are the working languages of the United Nations Secretariat. For this position, proficiency in English is required at UN Level II for reading, writing, listening, and speaking. Knowledge of French is an asset but not mandatory.
