Job Overview: The Talent Management Consultant position is integral to ICAO's Transformation Objectives, particularly within the Human Resources Branch of the Bureau of Administration and Services (ADB). The consultant will spearhead strategic projects and initiatives aimed at transforming People and Culture within the organization. This role involves implementing key changes to the performance management approach to align with ongoing culture transformation initiatives and the organization-wide ERP system, Quantum. The consultant will also engage in various talent management and development activities, including culture transformation, leadership development, and learning. The successful candidate will be expected to support the implementation of the revised performance management approach and contribute to the overall development of talent management strategies within ICAO.
Duties and Responsibilities: The Talent Management Consultant will operate under the guidance of the Human Resources Specialist (Talent and Organization Development) and will focus on two core functions: supporting the implementation of the new performance management process and various Talent Management initiatives. For the performance management function, the consultant will assist in the end-to-end implementation of the new process across all Bureaus and Offices, which includes updating related procedures, tools, and guidance materials to ensure consistency with the revised framework. The consultant will develop and update manager toolkits, templates, FAQs, and reference materials to support the implementation. Additionally, the consultant will prepare blended training materials, conduct Training of Trainers (TOT) sessions, and support the delivery of training sessions for managers and employees. The consultant will also design and implement a communication plan to raise awareness and understanding of the revised performance management process, develop communication materials, and conduct surveys to gather stakeholder feedback. Furthermore, the consultant will provide operational and technical support during the rollout phase, prepare periodic performance reports, and develop a dedicated Performance Management intranet and resource page. For the Talent Management and Development function, the consultant will provide support on assigned activities such as culture transformation, learning, leadership development, and onboarding.
Required Qualifications: Candidates must possess a first-level university degree in human resources management, organizational development, business administration, or a related field. An advanced university degree (Master’s level or equivalent) in any of these disciplines or a closely related area is desirable. Professional experience is essential, with a minimum of 10 years of progressively responsible experience in performance management systems and frameworks, talent management, organizational development, change management, stakeholder engagement, and learning and capacity development. Demonstrated experience in supporting performance management implementation and Talent Management initiatives is required, and experience within the UN system or international organizations is considered an asset. Strong analytical, drafting, and communication skills are necessary, along with excellent facilitation and presentation skills. The ability to engage effectively with diverse stakeholders and strong organizational and project management skills are also important. Proficiency in Microsoft Office applications and web/intranet content management tools is required.
Educational Background: The educational background required for this position includes a first-level university degree in human resources management, organizational development, business administration, or a related field. Candidates with an advanced university degree (Master’s level or equivalent) in any of these disciplines or a closely related area will be given preference. Languages: Fluency in reading, writing, and speaking English is essential for this position. Candidates with a working knowledge of any other language of the Organization, such as Arabic, Chinese, French, Russian, or Spanish, will be considered advantageous. Additional Notes: The Talent Management Consultant position is based in Montreal, Canada, with the possibility of remote working arrangements. The assignment is expected to last for 6 months, with the potential for extension based on performance and organizational needs. The daily rate for this position falls within the range of CAD 402 to CAD 578, depending on the consultant's qualifications and experience.
