Job Overview: The Associate Human Resources Officer position is situated within the Human Resources Branch of ICAO, where the incumbent will be instrumental in managing the HR work program. This role encompasses the coordination of planning activities and the implementation of significant HR initiatives. The officer will provide essential support in preparing HR papers and reports for senior management and various committees, responding to surveys and inquiries from UN and international bodies, and managing activities related to audits and HR projects. The incumbent will also contribute to the ICAO People Strategy and digital transformation initiatives, working closely with the director" style="border-bottom: 1px dotted #007bff !important;">Deputy Director of Human Resources. The position requires a proactive approach to identifying work priorities and executing tasks with minimal supervision, ensuring that HR strategies are effectively implemented and aligned with ICAO's objectives.
Duties and Responsibilities: The duties and responsibilities of the Associate Human Resources Officer include coordinating the planning and implementation of major HR initiatives, providing guidance on HR strategies, participating in the design of HR projects, and supporting the capacity building of ICAO staff on HR-related topics. The officer will also be responsible for preparing accurate reports on HR activities, monitoring project performance, and developing communication materials for HR initiatives. Additional responsibilities include advising on the formulation of business plans, conducting research and analysis on HR matters, drafting HR work plans, and coordinating the preparation of HR-related documentation for the ICAO Council. The officer will also engage in research on HR topics, draft responses to audit queries, and ensure compliance with HR rules and regulations.
Required Qualifications: Candidates must possess a strong knowledge of human resources rules and procedures, with the ability to apply this knowledge in various organizational contexts. Critical analysis and research skills are essential, along with the capacity to handle sensitive matters with discretion. Strong report writing skills and proficiency in computer systems for office use are also required. The ideal candidate should demonstrate professionalism, effective communication skills, and the ability to plan and organize work efficiently. A client-oriented approach and accountability in task ownership are crucial for success in this role.
Educational Background: An advanced-level university degree (Master’s degree or equivalent) in human resources management, public or business administration, social sciences, project management, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience in relevant fields may be acceptable in lieu of the advanced degree.
Experience: A minimum of two years of relevant experience in human resources management, development, or related areas is required. Candidates should have experience in preparing reports and policy papers on HR issues, as well as in reviewing and analyzing information for senior management. Experience dealing with sensitive and confidential matters, familiarity with Enterprise Resource Planning systems, and a background in international organizations or the UN system are desirable. Project management experience is also beneficial.
Languages: English is required for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. Knowledge of French, Russian, Spanish, Chinese (Mandarin), or Arabic is desirable, with a minimum proficiency level of UN Level I in these languages.
