Job Overview: The Finance Associate position within the Finance Branch of ICAO is crucial for managing the financial resources of the organization. The Finance Branch is responsible for developing and applying budgetary, accounting, and financial policies, procedures, and controls. The role involves supporting the monitoring, reconciliation, and control of accounting records, ensuring accuracy and validity of financial transactions. The Finance Associate will work closely with various sections within the Finance Branch, including the Accounting Services Section (ASV) and Financial Services Section (FSV), to ensure compliance with International Public Sector Accounting Standards (IPSAS). The incumbent will report to the Associate Finance Analyst and will be expected to contribute to financial monitoring and reporting, prepare reconciliations and accounting entries, and maintain accurate administrative records. This position requires a proactive approach to problem-solving and effective communication skills to liaise with different stakeholders.
Duties and Responsibilities: The Finance Associate will have a range of responsibilities, including but not limited to:
Supporting the monitoring, reconciliation, and control of accounting records by scrutinizing source documents for completeness and accuracy, investigating erroneous charges, and coordinating with regional offices for adjustments.
Contributing to financial monitoring and reporting by extracting details of income and expenditure from the accounting system, consolidating data for routine financial reports, and ensuring timely recording of receipts.
Preparing accurate reconciliations and IPSAS-compliant accounting entries, assisting with month-end and year-end accounting closures, and reviewing trial balances to ensure accurate reporting.
Maintaining accurate administrative records and participating in the review and improvement of ERP systems, including drafting documents and organizing meetings.
Performing other related duties as assigned by the Associate Finance Analyst.
Required Qualifications: Candidates must possess a high school diploma or equivalent as a minimum requirement. A diploma of college studies (DEC) or equivalent with a specialization in accounting or finance is desirable. Additionally, formal training resulting in an accounting certification such as CA or CPA is preferred. Candidates should have a strong understanding of accounting principles and practices, particularly in relation to public sector accounting standards.
Educational Background: The essential educational requirement for this position is the completion of a high school diploma or equivalent. However, candidates with a diploma of college studies (DEC) or equivalent, particularly with a focus on accounting or finance, will be viewed favorably. Furthermore, formal training that leads to an accounting certification such as CA or CPA is highly desirable and will enhance a candidate's application.
Experience: The position requires a minimum of six years of relevant work experience in accounting, budgeting, financial management, or a related field. Candidates should have experience with spreadsheets, word processing, and ERP systems. Desirable experience includes familiarity with accounting under International Public Sector Accounting Standards (IPSAS) or other Generally Accepted Accounting Principles (GAAP).
Languages: Fluency in reading, writing, and speaking English is essential for this position. Additionally, a working knowledge of any other language of the Organization, such as Arabic, Chinese, French, Russian, or Spanish, is considered desirable and may enhance communication with diverse stakeholders.
Additional Notes: This is a locally-recruited position, restricted to Canadian citizens, permanent residents of Canada, and applicants with a valid work permit. The position is fixed-term for an initial period of one year. ICAO staff members are expected to conduct themselves in a manner befitting their status as international civil servants and may be assigned to various activities or offices within the organization. The role offers an attractive benefits package in accordance with the policies of the International Civil Service Commission (ICSC). The statutory retirement age for staff entering or re-entering service after January 1, 2014, is 65 years. The net base salary for this position is CAD 58,962 per annum.
