Job Overview: The Senior Human Resources Assistant position is situated within the Human Resources Unit of the Administration and Operational Support Section of the SCBD. The incumbent will be responsible for a variety of human resources functions, including recruitment and placement, administration of entitlements, staff development, and classification. This role requires a proactive approach to managing HR processes and supporting the overall mission of UNEP in promoting sustainable development. The position demands a strong understanding of HR policies and practices, as well as the ability to work collaboratively with colleagues and clients to achieve organizational goals. The incumbent will also be expected to conduct research on HR-related issues and prepare reports, ensuring that the HR unit operates efficiently and effectively.
Duties and Responsibilities: The duties and responsibilities of the Senior Human Resources Assistant include: 1) Recruitment and Placement: Participating in the selection of candidates, evaluating applications, preparing candidate profiles, conducting preliminary interviews, and assisting in filling posts. 2) Administration of Entitlements: Reviewing and processing data related to conditions of service, requests for entitlements, and monitoring staff conditions. 3) Staff Development: Assisting in the development of career programs and organizing training courses. 4) Classification: Reviewing classification requests, providing advice on procedures, and assisting with classification appeals. 5) General Support: Supervising databases, conducting research, preparing statistical reports, conducting exit interviews, and providing office support services. 6) Training: Training and supervising new and lower-level staff in the unit. 7) Data Management: Assisting with data collection and analysis for reporting and decision-making purposes.
Required Qualifications: Candidates must possess a High School Diploma as a minimum requirement. Relevant training in human resources, business administration, finance, or public administration is desirable. A strong understanding of HR policies and practices, as well as experience in an international organization, is essential. Candidates should demonstrate professionalism, teamwork, and client orientation in their work.
Educational Background: Completion of a High School Diploma is required. Job-specific qualifications, such as relevant training in human resources, business administration, finance, or public administration, are desirable. A first-level university degree or higher can reduce the required years of experience for candidates.
Experience: A minimum of ten years of progressively responsible experience in human resources, management, administrative services, or related areas is required. This requirement is reduced to eight years for candidates with a first-level university degree or higher. Experience in an HR staff administration environment within an international organization is desirable, particularly in the administration of entitlements and benefits, processing personnel transactions in an ERP, and recruitment processes. Experience in data analytics or related areas is also desirable.
Languages: English and French are the working languages of the United Nations Secretariat. For this position, proficiency in both languages is required, with a minimum level of proficiency as per the UN Language Framework. Candidates must demonstrate their ability to read, write, listen, and speak in both languages effectively.
Additional Notes: The appointment against this position is limited to the United Nations Environment Programme and is for an initial period of one year, subject to extension.
