Job Overview: The Chief of the Economic & Regulatory Framework Section is responsible for leading the development and implementation of ICAO's economic and regulatory policies and frameworks. This position involves overseeing the analysis of economic trends in the aviation sector, providing guidance on regulatory matters, and ensuring that ICAO's policies align with the needs of member states and the global aviation industry. The Chief will work closely with various stakeholders, including government officials, industry representatives, and international organizations, to promote best practices and facilitate cooperation in the economic and regulatory aspects of civil aviation. The role requires a strategic thinker with a deep understanding of the aviation sector's economic dynamics and regulatory challenges.
Duties and Responsibilities:
Lead the Economic & Regulatory Framework Section, providing strategic direction and oversight of its activities.
Develop and implement ICAO's economic policies and regulatory frameworks in collaboration with member states and stakeholders.
Conduct research and analysis on economic trends affecting the aviation industry and provide recommendations to senior management.
Organize and participate in meetings, workshops, and conferences to promote ICAO's economic and regulatory initiatives.
Prepare reports, position papers, and other documentation to support ICAO's objectives in the economic and regulatory domain.
Liaise with other international organizations and industry groups to foster collaboration and share best practices.
Supervise and mentor staff within the section, ensuring professional development and effective performance.
Required Qualifications:
Advanced university degree in economics, business administration, public policy, or a related field.
Extensive knowledge of the aviation sector, particularly in economic and regulatory matters.
Proven experience in policy development and implementation at the national or international level.
Strong analytical skills and the ability to interpret complex economic data.
Excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
Educational Background: Candidates must possess an advanced university degree (Master's degree or equivalent) in economics, business administration, public policy, or a related field. A Ph.D. in a relevant discipline is an asset and may be preferred for this senior position.
Experience: A minimum of 10 years of progressively responsible experience in economic analysis, policy development, or regulatory affairs, preferably within the aviation sector or a related field. Experience working in an international environment and with governmental and non-governmental organizations is highly desirable.
Languages: Fluency in English is required. Knowledge of French or Spanish is an asset, as ICAO operates in a multilingual environment. Proficiency in additional languages would be considered a valuable asset.
Additional Notes: This position is a full-time role based in Montreal, Canada. The contract duration and specific terms of employment will be discussed during the interview process. The position may involve occasional travel to attend meetings and conferences globally.
