Job Overview:
The Accounting Associate position is situated within the Finance Branch of ICAO, which is tasked with managing the organization's financial resources, developing and implementing budgetary and accounting policies, and ensuring compliance with International Public Sector Accounting Standards (IPSAS). The role primarily involves working within the Accounting Services Section (ASV), which is responsible for maintaining the accounts, preparing financial statements, and managing accounts receivable and payable. The incumbent will report directly to the Head of the Accounts Receivable unit and will play a crucial role in ensuring the accuracy and integrity of financial records, as well as facilitating the smooth operation of financial transactions related to various projects and services provided by ICAO.

Duties and Responsibilities:
The Accounting Associate will have a range of responsibilities, including but not limited to:
  • Coordinating the receipt, allocation, and recording of funds related to Capacity Development and Implementation (CDI), ensuring that all incoming funds are processed accurately and in a timely manner.
  • Administering recoverable accounts related to National Delegations, which includes preparing monthly billings, monitoring outstanding balances, and responding to queries from Delegations.
  • Managing billing and accounts for the Group Medical Benefits Plan (MBP) for ICAO retirees, ensuring that records are maintained accurately and that billing processes are efficient.
  • Overseeing invoicing and reconciliation of Accounts Receivable, including Ancillary Revenue Generated Fund (ARGF) activities, and ensuring compliance with IPSAS standards.
  • Supporting year-end closing and audit activities, validating AR balances, and preparing documentation for audits.
  • Performing other related duties as assigned by management to support the overall financial operations of the organization.

Required Qualifications:
Candidates must possess a high school diploma or equivalent as a minimum requirement. A Diploma of College Studies, particularly with courses in accounting and computer processing, is desirable. Additionally, candidates should have a strong understanding of computerized accounting systems and office automation, as well as a keen aptitude for accuracy in financial work. Professionalism, teamwork, communication, planning, organizing, accountability, and client orientation are key competencies that candidates must demonstrate.

Educational Background:
The essential educational requirement for this position is a high school diploma or equivalent. However, candidates with a Diploma of College Studies that includes successful completion of accounting and computer processing courses will be given preference. This educational background is crucial for understanding the complexities of financial management and accounting practices within ICAO.

Experience:
A minimum of six years of professional experience in accounting is required for this position. Candidates should have experience in analyzing financial data and reports, as well as applying and interpreting financial rules and regulations. This level of experience is necessary to ensure that the incumbent can effectively manage the financial responsibilities associated with the role and contribute to the overall financial health of the organization.

Languages:
Fluency in reading, writing, and speaking English and French is essential for this position. Additionally, a working knowledge of a second language of the Organization, such as Arabic, Chinese, Russian, or Spanish, is desirable. This multilingual capability is important for effective communication within the diverse environment of ICAO and with its member states.

Additional Notes:
This position is locally recruited and is restricted to Canadian citizens, permanent residents of Canada, and applicants with a valid work permit. The contract is fixed-term for an initial period of three years, with the first year being probationary for external candidates. ICAO staff members are expected to conduct themselves in accordance with the standards of conduct for international civil servants and may be assigned to various activities or offices within the organization. The position offers a competitive salary of CAD 58,962 per annum at the G-6 level, along with an attractive benefits package in line with the policies of the International Civil Service Commission (ICSC). The statutory retirement age for staff entering or re-entering service after January 1, 2014, is 65 years.
