Job Overview: The Associate Human Resources Officer plays a pivotal role in managing the HR work programme within the Human Resources Branch. This position involves coordinating planning activities and implementing major HR initiatives. The incumbent will provide substantive support in preparing HR papers and reports for senior management and various committees, responding to surveys and inquiries from UN and international bodies, and managing activities related to audits and HR projects. The role also includes contributing to the ICAO People Strategy and digital transformation initiatives, ensuring effective communication and collaboration with various stakeholders. The Associate Human Resources Officer will work with minimal supervision, prioritizing tasks and developing work plans to achieve objectives efficiently.
Duties and Responsibilities:
Coordinate the planning and implementation of major HR initiatives and projects, ensuring compliance with ICAO standards.
Provide guidance for HR strategies and liaise with HR sections to maintain a harmonized approach.
Participate in designing and developing HR projects and initiatives.
Support the implementation of the ICAO People Strategy and digital transformation initiatives.
Prepare accurate reports on HR activities for informed decision-making.
Monitor ongoing projects, tracking performance and identifying risks.
Develop materials for HR sensitization initiatives, including newsletters and training materials.
Facilitate effective communication with counterparts in other UN organizations.
Provide substantive support for the execution of HR Branch work, including business plans and performance indicators. 1
Conduct research and analysis on HR-related matters, preparing findings and recommendations. 1
Draft HR work plans and propose adjustments as necessary. 1
Coordinate the preparation of HR-related working papers and reports for the Assembly and Council. 1
Conduct research on HR topics and evaluate existing HR information systems. 1
Draft responses to audit queries and survey questions on HR matters. 1
Perform other related duties as assigned.
Required Qualifications: Candidates must possess a strong knowledge of human resources rules and procedures, with the ability to apply this knowledge in various organizational contexts. Critical analysis and research skills are essential, along with the ability to handle sensitive matters with discretion. Strong report writing skills and proficiency in office software are required. Candidates should demonstrate professionalism, effective communication, planning and organizing skills, client orientation, accountability, and creativity in their work.
Educational Background: An advanced-level university degree (Master’s degree or equivalent) in human resources management, public or business administration, social sciences, project management, or a related field is required. Alternatively, a first-level university degree combined with two additional years of relevant experience may be acceptable in lieu of the advanced degree.
Experience: A minimum of two years of relevant experience in human resources management, development, or related fields is required. Candidates should have experience in preparing reports and policy papers on HR issues, as well as in reviewing and analyzing information for senior management. Experience in handling sensitive and confidential matters, as well as familiarity with Enterprise Resource Planning systems, is also required. Experience in an international organization or the UN system is desirable, along with project management experience.
Languages: English is required for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. Desirable languages include Arabic, Chinese (Mandarin), French, Russian, or Spanish, with a minimum proficiency level of UN Level I in these languages.
Additional Notes: This position is fixed-term for an initial period of one year, with the first year being probationary. ICAO staff members are international civil servants and may be assigned to various activities or offices within the organization. The statutory retirement age for staff entering service after January 1, 2014, is 6
The position offers a competitive salary and benefits package, with a net base salary of USD $56,046 plus a post adjustment of USD $21,185, subject to change. ICAO does not charge any fees during the recruitment process.
