Job Posting Organization:
Solidarités International (SI) is an international humanitarian aid organization that has been providing assistance to populations affected by armed conflicts and natural disasters for over 40 years. The organization focuses on meeting vital needs such as access to water, food, and shelter. SI is particularly committed to combating diseases related to unsafe water, which is the leading cause of mortality worldwide. SI operates in over 20 countries with a total workforce of approximately 2,500 individuals, including expatriates, national staff, and volunteers. The Burkina Faso mission was established in late 2018 to address the urgent needs of people displaced by the security crisis affecting the Sahel and Central North regions. As of 2024, SI's humanitarian footprint in Burkina Faso has expanded to include operations in the Central North, North, Sahel, and Boucle du Mouhoun regions. The country office consists of a coordination office in Ouagadougou, two field bases, and several sub-bases, with a budget volume of 16 million euros primarily funded by various international donors. SI collaborates with local partners and is involved in multiple consortia to enhance its operational effectiveness and address the needs of affected populations.

Job Overview:
The position of Responsable SERA is based in Ouahigouya and reports hierarchically to the Field Coordinator of the Grand Nord and functionally to the SERA Coordinator. The primary responsibility of the Responsable SERA is to support the Field Coordinator in implementing the SERA strategy of the mission. This includes ensuring the availability of SERA tools and processes, providing methodological support to program teams, and contributing to the capitalization and improvement of methods and techniques relevant to the SERA department. The role involves significant challenges such as deploying the SERA strategy remotely, managing a high workload, and establishing bi-monthly meetings between SERA and program teams. The first three months will focus on deploying the SERA strategy, implementing a periodic data quality assurance system, and facilitating external evaluations of projects. The position requires a proactive approach to ensure timely delivery of outputs and harmonization of data collection tools.

Duties and Responsibilities:
The duties and responsibilities of the Responsable SERA include participating in the development of sectoral strategies related to monitoring and evaluation (M&E), accountability, gender, and do-no-harm principles in alignment with the organization's policies and country priorities. The individual will provide technical and methodological support to programs for implementing monitoring and evaluation activities, managing data (including questionnaire development, sampling, data entry, and interpretation), and integrating cross-cutting issues. The role also involves reviewing and harmonizing monitoring and evaluation tools, ensuring the relevance of reports, analyses, maps, and recommendations produced. The Responsable SERA will propose adjustments or new activities to enhance operational quality and participate in designing and implementing complaint response mechanisms. Additionally, the individual will oversee the technical operational teams within the SERA department, ensuring effective recruitment, integration, training, and evaluation of team members. Reporting to the organization regarding SERA activities in accordance with Solidarités International procedures is also a key responsibility.

Required Qualifications:
Candidates must possess a BAC + 4 degree in statistics, monitoring and evaluation, project management, social sciences, or a related field. A strong understanding of monitoring and evaluation principles, data management, and accountability mechanisms is essential. The candidate should demonstrate the ability to work collaboratively with diverse teams and stakeholders, and possess strong analytical and problem-solving skills. Proficiency in developing monitoring and evaluation tools and methodologies is required, along with experience in managing data collection and analysis processes. The candidate should also be familiar with the humanitarian context and the specific challenges faced in the field.

Educational Background:
The educational background required for this position includes a minimum of a BAC + 4 degree in relevant fields such as statistics, monitoring and evaluation, project management, or social sciences. This educational foundation is crucial for understanding the complexities of data management and evaluation processes in humanitarian settings.

Experience:
Candidates should have at least three years of professional experience in an international humanitarian NGO, with a minimum of one year in a similar position. Experience in qualitative and quantitative data collection, processing, and analysis is essential. The candidate should also have a proven track record in developing monitoring and evaluation tools, implementing accountability mechanisms, and facilitating feedback and complaint management processes.

Languages:
Fluency in French is mandatory, while proficiency in English is considered an asset. Strong communication skills in both languages will enhance the candidate's ability to collaborate effectively with diverse teams and stakeholders.

  • The role is based in Ouahigouya, Burkina Faso, and offers a gross monthly salary starting from 2,310 EUR, which includes a base salary and a 10% annual leave allowance. Additionally, a monthly per diem of approximately 550 USD is provided. Solidarités International covers housing costs and travel expenses between the expatriate's home country and the duty station. The organization implements a work and leave alternation system, allowing for breaks every three months, along with additional rest days for each month worked. Expatriates benefit from comprehensive health insurance covering medical expenses, including dental and optical care, as well as necessary vaccinations and malaria treatment. Living conditions in Ouahigouya are described as pleasant, with access to various amenities and a vibrant cultural scene. However, security measures are in place, including a curfew in certain areas. The position includes accommodation in a guest house with essential services and staff support.
