The Team Lead will coordinate with various stakeholders, including government agencies, NGOs, and international partners, to ensure that the NDCs are comprehensive, inclusive, and aligned with national priorities. The position is expected to span 50 working days between June 1 and August 31, 2025, and the candidate will need to manage the project effectively within this timeframe, ensuring timely delivery of outputs and adherence to UNDP standards.
Duties and Responsibilities:
Lead the formulation of the Nationally Determined Contributions (NDCs) for Iraq, ensuring alignment with international climate agreements and national development goals.
Coordinate with government ministries, local authorities, and civil society organizations to gather input and foster collaboration in the NDC formulation process.
Conduct comprehensive assessments of current policies and practices related to climate change mitigation and adaptation.
Develop a detailed work plan and timeline for the NDC formulation process, ensuring all stakeholders are informed and engaged.
Facilitate workshops and consultations to gather feedback and build consensus on the proposed NDCs.
Prepare and present reports and documentation outlining the NDCs, including technical analyses and recommendations.
Ensure compliance with UNDP procurement and reporting requirements throughout the assignment.
Provide guidance and mentorship to team members and stakeholders involved in the NDC formulation process.
Required Qualifications:
Proven experience in climate change policy formulation, particularly in relation to NDCs or similar frameworks.
Strong understanding of international climate agreements, such as the Paris Agreement, and their implications for national policies.
Excellent project management skills, with the ability to lead teams and coordinate multiple stakeholders.
Strong analytical and problem-solving skills, with the ability to synthesize complex information into actionable recommendations.
Demonstrated ability to work in a multicultural environment and engage with diverse stakeholders.
Educational Background: A Master's degree or higher in Environmental Science, Climate Policy, International Relations, or a related field is required. Additional certifications in project management or climate change are advantageous.
Experience: A minimum of 7 years of relevant professional experience in climate change policy, project management, or related fields is required. Experience working with UN agencies or international organizations is highly desirable, particularly in the context of developing countries.
Languages: Fluency in English is mandatory. Knowledge of Arabic is an asset, as it will facilitate communication with local stakeholders and enhance the effectiveness of the NDC formulation process.
Additional Notes: This position is offered as an individual contractor role, with a contract duration of 50 working days. The role is expected to be full-time during the assignment period, and candidates should be prepared to work remotely or on-site in Iraq as required.
