In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and women’s empowerment: > Division for the Advancement of Women (DAW) > International Research and Training Institute for the Advancement of Women (INSTRAW) > Office of the Special Adviser on Gender Issues and Advancement of Women (OSAGI) > United Nations Development Fund for Women (UNIFEM) The main roles of UN Women are: > To support inter-governmental bodies, such as the Commission on the Status of Women, in their formulation of policies, global standards and norms. > To help Member States to implement these standards, standing ready to provide suitable technical and financial support to those countries that request it, and to forge effective partnerships with civil society. > To lead and coordinate the UN system’s work on gender equality as well as promote accountability, including through regular monitoring of system-wide progress.

Job Overview:
The Operations Analyst position is pivotal within the Executive Office of UN Women, providing oversight and strategic guidance on operational matters. Reporting directly to the Deputy Chief of Staff, the Operations Analyst is responsible for ensuring compliance with UN Women policies and regulations while supporting the senior management team in achieving organizational goals. This role encompasses a wide range of functions, including financial management, human resources, procurement, and logistical services. The Operations Analyst is expected to lead the Operations Team, fostering collaboration and ensuring that all team members are well-versed in operational rules and procedures. The position requires a proactive approach to identifying areas for improvement and implementing effective systems to support program delivery and organizational growth.

Duties and Responsibilities:
The Operations Analyst will coordinate operations across various units within the Executive Office, including the Deputy Executive Offices, Legal section, Ethics Office, and Executive Board. Key responsibilities include providing professional expertise on operational and financial management issues, drafting and overseeing the annual work plan for the Operations Team, and managing budget and financial activities. The Analyst will guide the implementation of business process mapping and establish internal standard operating procedures. Additionally, the role involves supervising operations personnel, conducting performance assessments, and ensuring compliance with audit findings. The Operations Analyst will also manage procurement processes, coordinate administrative and human resource management support, and provide knowledge management and capacity-building support to staff. The incumbent will perform other duties as necessary for the efficient functioning of the Office and the Organization.

Required Qualifications:
Candidates must possess a strong knowledge of operations, finance, procurement, human resources, ICT, and security systems, particularly within the UN system. Excellent interpersonal skills, organizational abilities, and the capacity to analytically review documents from various sources are essential. The ability to oversee administrative and logistical processes, provide input for business process re-engineering, and present information clearly are also required. The position demands a high level of professionalism, integrity, and respect for diversity, along with a commitment to UN Women’s values and competencies.

Educational Background:
A Master’s degree in business administration, public administration, or a related field is required for this position. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. This educational background ensures that candidates have the necessary theoretical knowledge and practical skills to perform effectively in the role.

Experience:
The Operations Analyst position requires a minimum of 2 years of extensive and progressively responsible experience in office management, operations, or finance within large international or corporate organizations. Candidates should have experience in budgeting and managing financial resources, as well as leading a team. Proficiency in using computers and office software packages, including MS Word and Excel, is essential. Familiarity with web-based management systems and modern ERP systems, preferably Oracle Cloud, is desirable.

Languages:
Fluency in English is mandatory for this role. Knowledge of another official UN language, such as French, Arabic, Chinese, Russian, or Spanish, is considered an asset and may enhance a candidate's profile.
