This group consists of six experts who possess demonstrated substantive knowledge, experience, and skills in areas relevant to the implementation of the sanctions regime. The Group operates under the direction of the Security Council Committee established by the same resolution and is responsible for monitoring sanctions measures and investigating alleged violations. The Group's mandate can be renewed or terminated by the Security Council, and it acts under the guidance of the Security Council Subsidiary Organs Branch of the Security Council Affairs Division of the Department of Political and Peacebuilding Affairs. The work of the Group is facilitated by a Coordinator who is also an expert on the Group. The Group's mission is to ensure compliance with the sanctions regime and to provide recommendations for improved implementation based on thorough investigations and analyses.
Job Overview: The Natural Resources/Finance Expert will play a crucial role in the monitoring and investigation of sanctions measures related to the Democratic Republic of the Congo (DRC). This position requires a deep understanding of sanctions-related issues and developments in the DRC and the surrounding region. The expert will be responsible for contributing to the preparation of investigative reports and recommendations for the Security Council, based on findings from investigations, country visits, and outreach activities. The expert will also be tasked with compiling information on individuals and entities potentially involved in sanctions violations, preparing briefings and presentations, and assisting in identifying areas where the capacities of States can be enhanced to improve sanctions implementation. The role demands a high standard of evidence and rigorous methodology in reporting, as well as the ability to work independently and under pressure while maintaining professionalism and integrity.
Duties and Responsibilities: The duties and responsibilities of the Natural Resources/Finance Expert include, but are not limited to: contributing to the monitoring of sanctions measures and investigating alleged violations; participating in investigations and contributing to reporting through investigative reports and briefings; preparing recommendations for improved sanctions implementation; compiling information on potential sanctions violators; delivering briefings and presentations; monitoring media for relevant issues; assisting in capacity-building for States; ensuring due process for Member States and individuals during investigations; preparing a program of work for the Group; participating in investigative missions; drafting correspondence; collating and assessing information; classifying and archiving materials; and submitting an End of Assignment Report at the end of the mandate. The expert must also abide by the rules and regulations of the United Nations and ensure compliance with safety and security policies.
Required Qualifications: Candidates must possess an advanced university degree (Master's degree or equivalent) in finance, economics, business, accountancy, political science, international relations, law, journalism, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A minimum of ten years of progressively responsible experience in the relevant area is required, including at least three years of field experience. Significant field experience in post-conflict or transitional situations is essential, along with strong field research or investigative experience. Candidates must demonstrate experience in writing high-quality reports and possess proven interpersonal skills in complex political environments. A demonstrated understanding of sanctions regimes in a United Nations or regional organization context is highly desirable.
Educational Background: The educational background required for this position includes an advanced university degree (Master's degree or equivalent) in relevant fields such as finance, economics, business, accountancy, political science, international relations, law, or journalism. A first-level university degree may be accepted if accompanied by two additional years of qualifying experience. Experience: Candidates are required to have a minimum of ten years of progressively responsible experience in areas relevant to the position, which must include at least three years of field experience. Languages: Fluency in English and French is mandatory for this position. Knowledge of additional languages such as Swahili and/or Lingala is considered an advantage, as it may facilitate communication and understanding in the context of the DRC and its surrounding regions.
Additional Notes: The position is home-based with an expected duration of 12 months. All experts will engage in frequent regional and international travel, which will be conducted in Economy Class according to United Nations administrative instructions.
