Job Overview: The Migration Governance and IT Specialist will be responsible for leading the implementation of IOM Moldova’s programmatic activities related to the provision of Immigration and Border Governance (IBG) technical assistance to national authorities and other stakeholders in the area of Information Technology (IT) and digitalization. This role involves working under the supervision of the IOM Chief of Mission and the Programme Coordinator, Migration Governance, and directly with the National Programme Officer. The incumbent will be expected to lead initiatives that enhance the capabilities of national border and migration authorities through the adoption of technology, development of technical concepts, and the introduction of standard operating procedures (SOPs). The position requires a proactive approach to identifying IT needs, coordinating with various stakeholders, and ensuring that the technical assistance aligns with national policies and frameworks.
Duties and Responsibilities: The duties and responsibilities of the Migration Governance and IT Specialist include leading the implementation of programmatic initiatives related to IT and digitalization assistance, supporting national authorities in identifying their IT needs, contributing to the planning and delivery of technical training activities, developing technical specifications and documentation, coordinating with NGOs and international organizations, ensuring timely reporting on technical assistance, researching and drafting project proposals, conducting field missions, monitoring project progress, and assisting in the operational, administrative, and financial components of the project. The role also involves performing other duties as assigned by the supervisors.
Required Qualifications: The position requires a Bachelor’s degree from an accredited academic institution in IT, Computers, Mathematics, Cybernetics, Engineering, Business Administration, Finance, or related fields, along with two years of relevant professional experience. Alternatively, a Master’s degree in the aforementioned fields is acceptable. Candidates should have experience in project implementation and management, and experience working with governmental authorities and international organizations is considered an advantage. Familiarity with migration management, border management, and digitalization in the public sector is also beneficial.
Educational Background: Candidates must possess a Bachelor’s degree in a relevant field such as IT, Computers, Mathematics, Cybernetics, Engineering, Business Administration, or Finance. A Master’s degree in these areas is preferred and may substitute for some experience requirements. The educational background should provide a solid foundation for understanding the technical aspects of the role and the ability to engage with various stakeholders effectively.
Experience: The ideal candidate should have a minimum of two years of relevant professional experience in project implementation and management. Experience in liaising with governmental authorities, national and international institutions, and non-governmental organizations is advantageous. Additionally, experience related to migration management, border management, and digitalization in the public sector will be beneficial for this role, as it requires a nuanced understanding of the challenges and opportunities in these areas.
Languages: Fluency in English and Romanian is required for this position, both oral and written. Knowledge of additional languages such as French or Spanish, which are IOM’s official languages, is considered a plus but not mandatory. The ability to communicate effectively in the required languages is essential for collaboration with various stakeholders and for the successful implementation of programmatic activities.
Additional Notes: This position is subject to local recruitment, and only candidates holding a valid residence and work permit for Moldova will be considered. The appointment will be contingent upon medical fitness certification, verification of residency, and compliance with government regulations. Vaccination against COVID-19 is strongly recommended for IOM personnel. The selection process may be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar roles for a period of 24 months.
