Job Overview: The Public Financial Management (PFM) Resident Advisor position is a critical role within the Fiscal Affairs Department (FAD) of the IMF, aimed at supporting Ukraine's reform agenda in budgetary framework and fiscal risk management. The advisor will be stationed in Vienna for the first year, with potential relocation to Kyiv depending on security" style="border-bottom: 1px dotted #007bff !important;">security conditions. The role involves providing expert advice to the Ministry of Finance (MoF) on budget formulation, planning, reporting, and enhancing fiscal management practices. The advisor will also engage in capacity development initiatives, working closely with various departments within the MoF and liaising with IMF teams and other development partners to ensure effective implementation of reforms aligned with EU accession requirements.
Duties and Responsibilities: The resident advisor will have a comprehensive set of responsibilities, including: (i) reviewing and developing methodologies and analytical tools for implementing reforms related to the medium-term budgetary framework; (ii) supporting fiscal risk management reforms, enhancing practices during the policy and budget cycle; (iii) organizing and delivering training courses for country officials on fiscal risk management; (iv) contributing to headquarters-led capacity development missions on budget management and fiscal risks; (v) coordinating with the FADM1 PFM Division on capacity development planning and delivery; and (vi) overseeing the work of IMF short-term experts assisting Ukraine in budget management and fiscal risks.
Required Qualifications: Candidates must possess an advanced university degree or equivalent, preferably in economics or accounting, along with at least four years of relevant professional experience. Preference is given to those with ten years of practical experience in senior advisory roles within a Ministry of Finance or related institutions, international financial institutions, or advisory services focused on PFM reforms. Strong oral and written communication skills, proficiency in presentation software like PowerPoint, and excellent interpersonal skills are essential. Experience in capacity development for fragile and conflict-affected states is advantageous but not mandatory.
Educational Background: An advanced university degree in economics, accounting, or a related field is required for this position. This educational background is crucial for understanding complex financial systems and public financial management principles, which are essential for advising on budgetary frameworks and fiscal risk management.
Experience: The position requires a minimum of four years of relevant professional experience, with a preference for candidates who have ten years of experience in senior roles related to public financial management. This experience should ideally be within a Ministry of Finance, international financial institutions, or advisory services, focusing on PFM reforms and fiscal risk management.
Languages: Strong proficiency in English is mandatory, as the role involves extensive communication and reporting. While not required, knowledge of additional languages, particularly those relevant to the region, may be considered an asset.
