Job Overview: The Expert will play a crucial role in the Sanctions Committee by contributing to the drafting and finalization of various reports, including updates, ad hoc, midterm/interim, and final reports. This position requires the expert to engage in frequent regional and international travel, adhering to the United Nations' administrative instructions regarding travel. The Expert will be part of a Panel of Experts established by the Security Council resolution 2745 (2024), which consists of five experts with substantial knowledge and experience relevant to the sanctions regime. The Expert will report to the Sanctions Committee and the Security Council, working under the guidance of the Security Council Subsidiary Organs Branch. The position is expected to become available on September 1, 2025, for a duration of 12 months, contingent upon mandate renewal and budgetary approval.
Duties and Responsibilities: The Expert will be responsible for a range of duties, including monitoring sanctions measures, investigating alleged violations, and contributing to the preparation of reports and recommendations for improved implementation of Security Council resolutions. Specific responsibilities include participating in investigations, compiling information on individuals and entities involved in sanctions violations, preparing briefings and presentations, and assisting in identifying areas for capacity strengthening among States. The Expert will also draft correspondence, collate and assess information, and submit an End of Assignment Report at the end of the mandate. Administrative duties include adhering to UN rules and regulations and ensuring safety and security protocols are followed during travel and investigations.
Required Qualifications: Candidates must possess an advanced university degree (Master’s degree or equivalent) in relevant fields such as military science, political science, international relations, law, finance, or journalism. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. A minimum of ten years of progressively responsible experience in the relevant area is required, including at least three years of field experience. Candidates should have strong field research or investigative experience, proven interpersonal skills, and a demonstrated understanding of sanctions regimes.
Educational Background: An advanced university degree (Master’s degree or equivalent) in military science, political science, international relations, law, finance, journalism, or other relevant areas is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
Experience: Candidates must have a minimum of ten years of progressively responsible experience in relevant areas, including at least three years of field experience in post-conflict or transitional situations. Strong field research or investigative experience is essential, along with experience in writing high-quality reports. Proven interpersonal skills in complex political environments are also required, as well as a demonstrated understanding of sanctions regimes in a UN or regional organization context.
Languages: Fluency in English and French is required for this position. Additionally, a working knowledge of one other UN language would be advantageous, enhancing the candidate's ability to communicate effectively in a multilingual environment.
