Job Overview:
The Monitoring, Evaluation and Learning (MEL) Officer will play a crucial role in supporting the establishment and implementation of effective MEL systems that enhance internal management, improve program and project performance, and enable evidence-based decision-making. This position is essential for ensuring high-quality data collection, analysis, reporting, and learning across NRC's operations in the Jos area office. The MEL Officer will work closely with various teams to ensure compliance with NRC policies and guidelines while contributing to the overall effectiveness of the organization's programs. The role requires a proactive approach to developing MEL tools, conducting assessments, and providing training to staff to improve the quality of monitoring and evaluation activities.

Duties and Responsibilities:
The MEL Officer will be responsible for a variety of tasks, including:
  • Ensuring adherence to NRC policies, handbooks, procedures, and guidelines.
  • Supporting the timely implementation of MEL activities and ensuring compliance with NRC standards.
  • Collaborating with Core Competency technical officers to implement operational M&E activities.
  • Documenting M&E activities and contributing to the development of M&E systems and tools.
  • Developing MEL tools for data collection and maintaining up-to-date data for reporting.
  • Compiling and updating monthly output tracking sheets and MEL reports.
  • Supporting needs assessments, baseline and end-line surveys, and program evaluations.
  • Training and supervising enumerators and supporting project teams in improving monitoring and evaluation quality.
  • Analyzing quantitative data and formulating interactive dashboards. 1
  • Conducting regular monitoring visits and reporting findings to the MEL coordinator. 1
  • Performing any other reasonable tasks as assigned by the line manager.

Required Qualifications:
Candidates must possess at least a Bachelor's degree in social science, business administration, economy, computer science, or a related field. They should have thorough experience and knowledge of monitoring and evaluation principles and current approaches in relief and development programs, utilizing both quantitative and qualitative methods. Experience working with multi-sectoral programs is considered an asset. Additionally, candidates should demonstrate the ability to transfer knowledge through training and mentoring, possess strong communication and interpersonal skills, and have a high level of English language proficiency (speaking, reading, writing).

Educational Background:
A Bachelor's degree in social science, business administration, economy, computer science, or a related field is required for this position. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and practical skills to effectively carry out the responsibilities of the MEL Officer role.

Experience:
Candidates should have at least 2 years of experience working in an international NGO, preferably in an emergency or post-conflict setting. At least 2 years of this experience should involve the implementation of MEL systems for an international NGO. This level of experience is crucial for understanding the complexities of monitoring and evaluation in challenging environments and for effectively contributing to NRC's mission.

Languages:
High proficiency in the English language is mandatory, including speaking, reading, and writing. This proficiency is essential for effective communication within the organization and with external stakeholders. Knowledge of additional languages may be considered an asset, but English is the primary language required for this position.

Additional Notes:
This position is based in Jos, Plateau State, Nigeria, with a contract duration of 6 months. It is classified as Grade 5 in NRC's grading structure. The role reports to the Monitoring & Evaluation Coordinator and requires approximately 75% travel to field offices.
