The advisor will provide tailored advice to the Ministry of Energy and the electricity utility, ensuring that the necessary groundwork is laid for private sector-led renewable energy initiatives. This role involves engaging with various stakeholders to support the planning, approval, construction, grid integration, and operation of the first IPP projects, thereby contributing to the overall goal of increasing renewable energy production in Tunisia.
Duties and Responsibilities: The advisor will be responsible for providing comprehensive advice on the technical, conceptual, and organizational aspects of the project. Key responsibilities include advising relevant partners and stakeholders on renewable energy, grid integration, and private sector investment, as well as strengthening the Ministry of Energy's capacity in implementing the concession regime for renewable energy power generation. The advisor will also oversee the development of large-scale renewable energy initiatives, manage knowledge sharing for GIZ, and steer the implementation of work packages, including planning, monitoring, and evaluation of project progress. Additionally, the advisor will handle impact communication and reporting to GIZ stakeholders and donors, and manage the technical support provided by national and international consultants, ensuring quality assurance of work results.
Required Qualifications: Candidates must possess in-depth knowledge of renewable energy, particularly in photovoltaic and wind technologies. Experience in negotiating Power Purchase Agreements and familiarity with industry standards, bankability, and financing requirements for renewable energy projects are essential. Fluency in French and German is mandatory, while English proficiency is desirable. Candidates should demonstrate the ability to work effectively on the political stage and engage with the private sector, showcasing strong technical advisory skills and teamwork capabilities, along with social and intercultural competence.
Educational Background: A degree in engineering or an equivalent qualification in social sciences or natural sciences with a focus on energy, economics, or business administration is required. Candidates with relevant studies that emphasize energy-related topics will be preferred.
Experience: The position requires several years of work experience in the private sector related to renewable energy project development and implementation, or in the public sector focusing on renewable energy policydesign.
