Job Posting Organization:
The Margaret A. Cargill Foundation-funded Managing Risk Through Economic Development (M-RED) program aims to support disaster-ready communities across Indonesia, Nepal, and Timor-Leste. Established in 2013, the program has partnered with 230,000 underserved individuals from 218 communities, focusing on reducing vulnerability to climate shocks and fostering resilience. M-RED has trained over 20,000 people in disaster preparedness and response, promoting a nexus approach that combines disaster risk reduction and market system development to improve livelihoods and disaster readiness.

Job Overview:
The consultancy position involves conducting a comprehensive study over 12 months to assess the sustainability of disaster-readiness interventions in communities affected by climate disasters in Indonesia, Nepal, and Timor-Leste. The consultant will gather data through interviews and analysis to understand what influences the sustainability of these interventions, focusing on financial, social, human, environmental, and institutional capacities. The study aims to generate evidence that informs future disaster risk reduction funding strategies and program designs, exploring the enabling and hindering factors that affect sustainability.

Duties and Responsibilities:
  • Conduct data collection and research interviews across the three countries involved in the M-RED program.
  • Analyze data to capture learning related to building disaster-ready communities.
  • Define sustainability in the context of disaster-readiness and identify enabling conditions that positively influence sustainability.
  • Explore barriers that hinder sustainability and formulate recommendations for future disaster-readiness initiatives.
  • Validate and disseminate findings and recommendations to stakeholders.
  • Engage with community members and local organizations to gather insights and ensure a comprehensive understanding of the local context.

Required Qualifications:
  • Proven experience in conducting qualitative and quantitative research, particularly in disaster risk reduction or related fields.
  • Strong analytical skills with the ability to synthesize complex information into actionable insights.
  • Excellent communication skills, both written and verbal, to effectively engage with diverse stakeholders.
  • Familiarity with the socio-economic and environmental contexts of Nepal, Indonesia, and Timor-Leste.
  • Experience working with NGOs or international organizations in similar capacities is preferred.

Educational Background:
A Master's degree in social sciences, environmental studies, disaster management, or a related field is required. A PhD in a relevant discipline would be an advantage.

Experience:
At least 5 years of experience in research, particularly in areas related to disaster risk reduction, climate change adaptation, or community resilience. Experience working in the Asia-Pacific region is highly desirable.

Languages:
Fluency in English is mandatory. Proficiency in local languages such as Nepali, Bahasa Indonesia, or Tetum would be advantageous but not required.

Additional Notes:
The consultancy is expected to be full-time for a duration of 12 months. The position may involve travel to various communities within the three countries. Compensation and benefits will be discussed during the interview process.
