Job Overview: The Senior AssociateConstruction ManagementEngineer will play a crucial role in supporting the implementation of project activities by providing technical expertise and applying best practices in project management. This position involves overseeing construction management, ensuring that projects are completed on time and meet quality standards. The engineer will be responsible for monitoring construction progress, managing contracts, and ensuring compliance with health, safety, and environmental regulations. The role also includes supporting technical documentation processes, preparing project reports, and maintaining communication with stakeholders. The engineer will work closely with the Lead Construction Management Engineer and other team members to ensure successful project delivery and contribute to the overall goals of the UNOPS Uzbekistan Office.
Duties and Responsibilities:
Support to construction management: Supervise daily construction activities, monitor progress, manage planning and coordination, communicate potential delays, verify compliance with technical specifications, guide contractors, assess work activities, manage construction contracts, prepare risk assessments, oversee health and safety compliance, participate in project meetings, and perform other relevant duties as assigned.
Support to technical documentation: Ensure timely completion of project design documentation, coordinate with design consultants, develop work plans, prepare project-related documentation, maintain project records, assist in developing health and safety plans, prepare interim payment certificates, and support quality management processes.
Reporting: Provide detailed weekly and monthly reports on project matters, monitor design services' progress, document project registers, and assist in procurement processes.
Stakeholder and personnel management: Collaborate with partners, suppliers, and contractors, manage the team of engineers/architects, and ensure effective communication and motivation.
Knowledge sharing and management: Contribute to project evaluations, support training and knowledge transfer, and share best practices within the engineering community.
Required Qualifications: Candidates must possess a secondary school diploma (high school or equivalent) with at least seven years of relevant experience, or a first-level university degree (Bachelor's) with three years of experience, or an advanced university degree (Master's) with one year of experience in project engineering, architecture, or construction management. A Technical Supervisor Certificate issued by the Government of Uzbekistan is a strong advantage, along with additional certifications in relevant subjects. Knowledge of CAD software (AutoCAD or alternatives) is required, and familiarity with MS Project is an asset. Experience in full-time site management and within UN system organizations is desirable.
Educational Background: The educational requirements for this position include a secondary school diploma with a minimum of seven years of relevant experience, or a first-level university degree in a related field with three years of experience, or an advanced university degree in Project Engineering, Architecture, or Construction Management with one year of experience. Additional certifications and a Technical Supervisor Certificate from the Government of Uzbekistan are advantageous.
Experience: Candidates should have a minimum of seven years of relevant experience in project engineering and building construction management. This experience must include at least one year of implementing works under complex quality, safety, and environmental management plans. Experience in directing engineering technical trade staff and familiarity with UN system organizations are also desirable.
Languages: Intermediate English is required, with fluency in either Uzbek or Russian being mandatory. Fluency in both languages is considered an asset.
Additional Notes: The contract type for this position is an Individual Contractor Agreement (ICA) at level L-ICA-7 (ICS-7). The contract duration is open-ended, subject to organizational requirements, availability of funds, and satisfactory performance.
