Job Overview: The Consultant for Mid-Term Review will play a crucial role in assessing the progress of the project 'Empowered Women for Sustainable Peace: Addressing the Peace-Humanitarian Nexus to Enhance Community Resilience in Indonesia.' This project, funded by the Korea International Cooperation Agency (KOICA), aims to strengthen community resilience and reduce vulnerabilities in emergency and conflict-affected areas. The consultant will be responsible for conducting a comprehensive evaluation of the project's implementation from June 2023 to June 2025, focusing on its relevance, coherence, effectiveness, efficiency, impact, and sustainability. The evaluation will involve engaging with various stakeholders, including beneficiaries and government partners, to gather insights and perspectives that will inform the review process. The consultant will also design the conceptual framework and methodology for the evaluation, ensuring that it aligns with UN Women’s guidelines and incorporates a gender-responsive approach.
Duties and Responsibilities: The consultant will perform a desk review of key project documents, including UN Women’s guidance on monitoring and evaluation, program documents, and donor reports. They will conduct interviews with project team members and stakeholders in Central Sulawesi, East Nusa Tenggara, and West Nusa Tenggara to collect data for the Mid-Term Review (MTR). The consultant will analyze the project's progress and prepare an Inception Report detailing the evaluation's scope, methodology, and proposed data collection methods. They will draft the MTR report, summarizing key findings and recommendations, and present preliminary findings to UN Women and relevant stakeholders. The consultant will also revise the draft report based on feedback received before submitting the final MTR report.
Required Qualifications: Candidates must possess a Master’s degree or equivalent certification in social sciences, gender and development, disaster risk reduction, or related fields. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. Additionally, candidates should have at least five years of progressively responsible experience in designing and implementing monitoring and evaluation (M&E) in development projects, particularly in disaster risk reduction and women, peace, and security" style="border-bottom: 1px dotted #007bff !important;">security programs. A strong understanding of results-based management and M&E frameworks is essential, along with expertise in data collection and analysis.
Educational Background: A Master’s degree or equivalent certification in relevant fields such as social sciences, gender and development, disaster risk reduction, or peacebuilding is required. Alternatively, a first-level university degree with additional qualifying experience may be accepted. Candidates should have a solid educational foundation that supports their ability to conduct evaluations and assessments in complex project environments.
Experience: The position requires a minimum of five years of relevant experience in the design and implementation of monitoring and evaluation for development projects, particularly those focused on disaster risk reduction and women's empowerment. Candidates should have experience conducting mid-term reviews, evaluations, or baseline studies, with a strong understanding of the results chain and results-based management approaches. Familiarity with the Indonesian context and experience in data collection and analysis are also important.
Languages: Fluency in English and Bahasa Indonesia is mandatory. Knowledge of any other UN official language is considered an asset, enhancing the candidate's ability to engage with diverse stakeholders and contribute to the project's objectives.
Additional Notes: This consultancy is home-based, with the consultant expected to be based in Jakarta, Indonesia. There may be official travel required within the country to project sites.
