Job Overview: The Senior Regional security" style="border-bottom: 1px dotted #007bff !important;">Security Officer (P) will be stationed in Cairo, Egypt, and will play a crucial role in providing expert support for security risk management across IOM's Regional Office and Country Offices. This position involves implementing security management procedures in line with the United Nations Security Management System (UNSMS) policies to ensure the safety of IOM personnel, premises, and assets. The officer will work under the direct supervision of the Director of the Office of Staff Security (OSS) at Headquarters, with technical oversight from the Senior Staff Security Operations Officer and administrative supervision from the Regional Director. The Senior Regional Security Officer will be responsible for establishing and maintaining security awareness, conducting security training, and ensuring compliance with security measures. The role requires collaboration with various stakeholders, including government security officials and other UNSMS organizations, to gather relevant security information and provide guidance on security-related matters.
Duties and Responsibilities: The Senior Regional Security Officer will have a comprehensive set of responsibilities, including but not limited to:
Providing expert support for security risk management in the Regional Office and Country Offices.
Implementing UNSMS policies and security management procedures to address security issues affecting IOM operations.
Coordinating with the Regional Director and Director of OSS to provide technical assistance to Country Office Security Professionals and Field Security Associates.
Establishing and maintaining security awareness throughout Country Offices and associated programs.
Conducting security training and ensuring adherence to IOM and UNSMS standards.
Developing relationships with security officials from other organizations and government counterparts to obtain up-to-date security information.
Monitoring compliance with Security Risk Management Measures (SRMM) and Residential Security Measures (RSM).
Advising on the submission of Local Cost Shared Security Budgets and reviewing Mission Security Funding Requests.
Providing guidance on UN security clearance policies and ensuring all personnel are knowledgeable about security measures. 1
Conducting security assessments and evaluations, and reporting on security threats and trends. 1
Assisting in the design and implementation of IOM-specific evacuation procedures and contingency plans. 1
Reporting security matters that impact IOM operations to relevant authorities. 1
Conducting preliminary inquiries into security breaches and incidents. 1
Performing other duties as assigned.
Required Qualifications: Candidates must possess a Master’s degree in Security Management, Business Administration, Political/Social Science, Psychology, Criminal Justice, Law, International Relations, or a related field from an accredited institution, along with seven years of relevant professional experience. Alternatively, a University degree or equivalent in the aforementioned fields with nine years of relevant experience is acceptable. The qualifications must be from accredited universities recognized in the UNESCO World Higher Education Database. Candidates should demonstrate a strong understanding of security management and risk assessment, as well as the ability to work effectively in diverse cultural environments.
Educational Background: The educational background required for this position includes a Master’s degree in relevant fields such as Security Management, Business Administration, Political/Social Science, Psychology, Criminal Justice, Law, or International Relations. Candidates with a University degree or equivalent in these fields are also eligible if they have nine years of relevant professional experience. The educational qualifications must be from accredited institutions recognized by the UNESCO World Higher Education Database, ensuring that candidates have a solid foundation in the principles and practices of security management and related disciplines.
Experience: A minimum of seven years of progressively responsible experience in areas such as international relations, disarmament affairs, conflict resolution, crime or terrorism prevention, security, risk management, disaster preparedness, or crisis/emergency management is required. Candidates should have experience in planning, designing, implementing, or reviewing risk mitigation measures related to operations impacted by insecurity. International experience is essential, along with management experience in humanitarian, public, private, or corporate sectors. At least two years of field operations experience is required, and specialized experience in security programs, risk assessments, or analysis is desirable. Candidates with experience in applied analytics and business intelligence will have an advantage, as will those with UNDSS certifications in relevant security training programs.
Languages: Fluency in English, both oral and written, is mandatory for this position. Working knowledge of Arabic and any other UN official languages is considered an asset. Proficiency in the required languages will be evaluated during the selection process, which may include written and/or oral assessments to ensure candidates possess the necessary communication skills for the role.
Additional Notes: The position is a one-year fixed-term contract with the possibility of extension. It is classified at the P-4 grade level, indicating a professional role within the organization. The recruitment process is open to international candidates, and the selected candidate will be required to be mobile. The appointment is subject to medical fitness certification, residency or visa requirements, and security clearances.
