Job Overview:
The National Consultant on vocational training curriculum and capacity building on long term care workforce in Albania is tasked with developing and enhancing vocational training programs specifically tailored for the long-term care sector. This role involves assessing current training needs, designing curriculum frameworks, and implementing capacity-building initiatives that align with national standards and best practices. The consultant will work closely with local stakeholders, including educational institutions, government agencies, and healthcare providers, to ensure that the training programs are relevant and effective. The consultant is expected to provide expert guidance on curriculum development, training methodologies, and evaluation processes to improve the quality of care in long-term facilities. This position requires a deep understanding of the long-term care landscape in Albania and the ability to foster collaboration among various stakeholders to achieve sustainable outcomes.

Duties and Responsibilities:
  • Conduct a comprehensive assessment of the current vocational training programs related to long-term care in Albania.
  • Collaborate with stakeholders to identify gaps in training and capacity building for the long-term care workforce.
  • Develop a detailed curriculum for vocational training that meets the identified needs and aligns with national standards.
  • Design training materials and resources that facilitate effective learning and skill development.
  • Implement training programs and workshops for trainers and educators in the long-term care sector.
  • Monitor and evaluate the effectiveness of the training programs and make necessary adjustments based on feedback and outcomes.
  • Provide ongoing support and consultation to training institutions and long-term care facilities to ensure the sustainability of the programs.
  • Prepare and submit reports on the progress and impact of the training initiatives to UNDP and relevant stakeholders.

Required Qualifications:
  • Proven expertise in vocational training and curriculum development, particularly in the health or long-term care sectors.
  • Strong understanding of the long-term care system in Albania, including policies, regulations, and best practices.
  • Excellent communication and interpersonal skills to engage with diverse stakeholders.
  • Ability to work independently and manage multiple tasks effectively.
  • Proficiency in project management and evaluation methodologies.
  • Familiarity with adult learning principles and training delivery methods.

Educational Background:
A minimum of a Master’s degree in Education, Public Health, Social Work, or a related field is required. Additional certifications in vocational training or curriculum development are highly desirable. Candidates with a background in healthcare management or gerontology will be given preference.

Experience:
A minimum of 5 years of professional experience in vocational training, curriculum development, or capacity building in the health or social services sectors is required. Experience working with international organizations or NGOs, particularly in the context of long-term care, is an asset. Proven track record of successfully implementing training programs and initiatives is essential.

Languages:
Fluency in Albanian is mandatory. Proficiency in English is highly desirable, as it will facilitate communication with international stakeholders and the preparation of reports and documentation. Knowledge of other languages relevant to the region may be considered an asset.

Additional Notes:
This position is offered as an individual contractor role, and the contract duration will be specified upon selection. The consultant is expected to work on a full-time basis during the contract period. Compensation will be commensurate with experience and qualifications, and benefits may include travel allowances and reimbursement for approved expenses related to the assignment.
