Job Overview: The Gender Responsive Budgeting (GRB) Programme Analyst plays a crucial role in supporting the effective implementation and coordination of the GRB project in Uzbekistan. This position involves providing technical support for the design, formulation, and implementation of the GRB programme, ensuring that project activities are monitored and reported effectively. The Programme Analyst will coordinate the project team and budget, foster partnerships, and support resource mobilization strategies to expand the programme. Additionally, the role includes leading knowledge management efforts by documenting best practices and lessons learned related to GRB. The GRB project, funded by the European Union Delegation to Uzbekistan, aims to enhance gender-responsive financial planning and policy implementation in collaboration with key government ministries.
Duties and Responsibilities:
Contribute technically to the development of programme strategies in Gender Responsive Budgeting by providing inputs to project proposals and coordinating the project team.
Support the implementation and management of the GRB programme by coordinating activities, monitoring progress, and reviewing financial and narrative reports from partners.
Monitor and report on programme activities, results, and indicators, providing inputs to various reports.
Manage the financial aspects of the GRB programme, including budget monitoring and revisions.
Contribute to building partnerships and resource mobilization strategies, maintaining relevant documentation.
Support inter-agency coordination on GRB to align UN Women programmes with other partners.
Assist in advocacy, knowledge building, and communication efforts related to the GRB programme.
Perform other duties as necessary for the efficient functioning of the office.
Required Qualifications: Candidates must possess a Master’s degree or equivalent in social sciences, human rights, gender/women’s studies, international development, economics, finance, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. A project/programme management certification such as PMP®, PRINCE2®, or MSP® is an added advantage. Candidates should demonstrate strong analytical skills, knowledge of Results Based Management, and the ability to gather and interpret data effectively.
Educational Background: The educational background required for this position includes a Master’s degree or equivalent in relevant fields such as social sciences, human rights, gender/women’s studies, international development, economics, or finance. Alternatively, a first-level university degree with additional qualifying experience may be considered. A project/programme management certification is also beneficial.
Experience: At least one year of relevant work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting, and capacity building is required. Experience specifically in Gender Responsive Budgeting is essential. Candidates should also have experience in coordinating with government agencies and donors, as well as familiarity with government fiscal policies and public budgets. Experience in establishing partnerships among international organizations and national governments is desirable, along with skills in setting priorities, budgets, and work plans.
Languages: Fluency in English and Uzbek is mandatory for this position. Knowledge of Russian is desirable, and proficiency in another official UN language (such as French, Arabic, Chinese, or Spanish) is also considered an asset.
Additional Notes: The position is expected to manage a small team, including a programme assistant, and may involve expanding the team in the future. The role is full-time and involves working closely with various stakeholders, including government officials and civil society.
