Job Overview:
The security" style="border-bottom: 1px dotted #007bff !important;">Security Officer position at WFP involves leading the monitoring and analysis of security threats and risks in Galkayo and surrounding regions. The role requires providing timely strategic and tactical advice to the Field Security Officer (FSO) and Head of Field Office to inform decision-making and operational planning. The Security Officer will coordinate the implementation of the WFP Security Risk Management Framework, ensuring that all operational security standards and contingency plans are in place. The position also entails developing and maintaining strong relationships with local authorities, security actors, community leaders, and other UN/NGO security professionals to support humanitarian access and maintain a stable operational environment. The Security Officer will oversee security arrangements for WFP missions and field activities, ensuring comprehensive risk assessments and movement tracking protocols are established. Additionally, the role includes advising senior management on emerging security challenges and proposing mitigation measures to ensure staff safety and business continuity.

Duties and Responsibilities:
The Security Officer will be responsible for the following duties:
  • Lead the monitoring and analysis of security threats and risks in Galkayo and surrounding regions.
  • Provide timely strategic and tactical advice to the Field Security Officer (FSO) and Head of Field Office.
  • Coordinate the implementation of the WFP Security Risk Management Framework, including Operational Security Standards and contingency plans.
  • Develop and maintain relationships with local authorities and security actors.
  • Plan and oversee security arrangements for WFP missions and field activities.
  • Support and advise senior management on security challenges and propose operational adjustments.
  • Manage incident reporting and investigation processes.
  • Supervise Security Assistants and contracted security providers.
  • Maintain and update the Field Security Plan and related documents. 1
  • Monitor the effective use of security-related systems and equipment. 1
  • Provide security briefings and training for staff and visitors. 1
  • Contribute to emergency preparedness and response planning. 1
  • Provide operational security support to UNHAS activities. 1
  • Represent WFP security interests at inter-agency forums. 1
  • Perform other duties as required to support WFP operations.

Required Qualifications:
Candidates must possess a postgraduate degree in Security Management, International Relations, Law Enforcement, or a related field. Alternatively, a first university degree with additional years of relevant work experience and/or training may be considered. The position requires a strong theoretical understanding of security management concepts and principles, as well as knowledge of best practices and techniques in the field. Candidates should demonstrate good communication skills and the ability to adapt their communication style to different situations and individuals. Additionally, proficiency in Windows and MS Office applications is essential.

Educational Background:
The educational background required for this position includes a postgraduate degree in Security Management, International Relations, Law Enforcement, or a related field. Alternatively, candidates with a first university degree and additional relevant work experience may also be considered. Continuous professional development and training in security management are highly valued.

Experience:
Candidates should have at least one year of postgraduate professional experience in security management or a minimum of two years of relevant experience in managing complex security operations, preferably in conflict or post-conflict settings. Proven experience in engaging armed actors, government bodies, and communities to facilitate humanitarian access is essential. The ability to manage teams, mentor junior staff, and supervise contracted services in high-risk settings is also required.

Languages:
Fluent knowledge (proficiency/level C) of English and Somali is mandatory for this position. Proficiency in additional languages may be considered an asset but is not required.
