Job Overview:
The National Consultant - IT Developer position is designed to support the Central Administration of Statistics in Lebanon. The consultant will be responsible for developing and implementing IT solutions that enhance the efficiency and effectiveness of statistical operations. This role requires a deep understanding of both IT development and statistical processes, ensuring that the systems developed meet the specific needs of the Central Administration. The consultant will work closely with stakeholders to gather requirements, design solutions, and provide ongoing support and maintenance for the systems implemented. The assignment is expected to last for 40 working days over a period of three months, starting from the date of contract signature. The consultant will need to demonstrate a proactive approach to problem-solving and be able to adapt to the dynamic needs of the organization.

Duties and Responsibilities:
The duties and responsibilities of the National Consultant - IT Developer include but are not limited to:
  • Collaborating with the Central Administration of Statistics to identify IT needs and requirements for statistical operations.
  • Designing, developing, and implementing IT solutions that support data collection, processing, and analysis.
  • Ensuring that all developed systems are user-friendly and meet the technical specifications required by the Central Administration.
  • Providing training and support to staff on the use of new IT systems and tools.
  • Conducting regular maintenance and updates of existing systems to ensure optimal performance.
  • Documenting all processes, systems, and user manuals for future reference.
  • Engaging with stakeholders to gather feedback and make necessary adjustments to the IT solutions provided.
  • Preparing progress reports and presenting findings to the Central Administration and UNDP as required.

Required Qualifications:
The ideal candidate for the National Consultant - IT Developer position should possess the following qualifications:
  • Proven experience in IT development, particularly in the context of statistical systems or data management.
  • Strong knowledge of programming languages and development frameworks relevant to the role.
  • Familiarity with statistical software and tools used in data analysis.
  • Excellent problem-solving skills and the ability to work independently as well as part of a team.
  • Strong communication skills, both written and verbal, to effectively interact with stakeholders and present technical information clearly.
  • A proactive approach to learning and adapting to new technologies and methodologies.

Educational Background:
Candidates should have a minimum of a Bachelor's degree in Computer Science, Information Technology, Statistics, or a related field. A Master's degree in a relevant discipline is preferred and may be considered an asset. Additional certifications in IT development or project management will be advantageous.

Experience:
The position requires a minimum of 3-5 years of professional experience in IT development, with a focus on statistical systems or data management. Experience working with governmental or international organizations is highly desirable. The candidate should have a proven track record of successfully implementing IT projects and solutions.

Languages:
Fluency in Arabic and English is mandatory, both written and spoken. Knowledge of French is considered an asset and will be advantageous in this role.

Additional Notes:
This position is classified as an individual contractor role, and the contract duration is for 40 working days spread over three months. The consultant will be expected to work on a full-time basis during this period. The position is open to national candidates only, and compensation will be commensurate with experience and qualifications.
