The United Nations Development System was reformed on January 1, 2019, to enhance its effectiveness in achieving the 2030 Agenda and the Sustainable Development Goals (SDGs). The UN Resident Coordinator Offices (UN RCO) play a crucial role in supporting countries to meet their development priorities and achieve the SDGs, led by an empowered UN Resident Coordinator who represents the UN Secretary-General at the country level. The UN RCO in Brazil is part of this global initiative, focusing on sustainable development and collaboration with various stakeholders.

Job Overview:
The Senior Development Coordination Officer / Economist will be responsible for coordinating evidence-based analysis of Sustainable Development Goals (SDGs) to support the UN Country Team (UNCT) in understanding sustainable development trends and challenges. This role involves providing substantive advice on innovative economic and SDG policies, leading the development of new SDG programs with a focus on investment, and managing SDG knowledge generation. The position requires a strategic approach to enhance the UN's operational activities in Brazil, ensuring alignment with national development priorities and the 2030 Agenda.

Duties and Responsibilities:
  • Coordinate evidence-based SDG analysis to support the UNCT's understanding of sustainable development trends, challenges, and opportunities. This includes directing research and analysis of macroeconomic, social, and environmental data, identifying structural bottlenecks, and proposing policy options.
  • Oversee the provision of substantive advice on economic and SDG policies to Resident Coordinators and UNCTs, ensuring an integrated approach to policy advice.
  • Lead the development of new SDG programs with a strong investment orientation, managing the UN Sustainable Development Cooperation Framework (UNSDCF) and supporting joint programming processes.
  • Direct SDG knowledge generation and management, facilitating communities of practice and promoting collaboration on sustainable development initiatives.
  • Monitor regional and global economic trends, analyzing their implications for the SDGs at the country level and recommending actions for the UN's role in addressing these issues.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in economics. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Candidates should have a minimum of ten years of progressively responsible experience in sustainable development policy, economic analysis, or project/programme management in development cooperation. Knowledge of the SDGs and their application at the national level is essential, along with experience in the UN system or comparable international organizations.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in economics is required. Alternatively, a first-level university degree with two additional years of qualifying experience may be accepted. This educational background is crucial for understanding complex economic and sustainable development issues.

Experience:
A minimum of ten years of progressively responsible experience in sustainable development policy, economic analysis, or project/programme management is required. Candidates should have a demonstrated understanding of SDG financing and experience working within the United Nations system or similar international organizations. Experience with Brazil and/or Latin American middle-income countries is desirable, as is proven experience in coordinating multi-stakeholder processes.

Languages:
Fluency in both English and Spanish is required for this position, as these are the working languages of the United Nations Secretariat. Knowledge of Portuguese is desirable, and knowledge of another UN official language is considered an advantage. Fluency is defined as a rating of 'Fluent' in all four areas (reading, speaking, writing, and understanding).
