Job Overview:
The Information Systems Officer position is crucial for managing and implementing information and communication technology (ICT) projects within the United Nations. The incumbent will be responsible for overseeing projects that involve feasibility studies, systems analysis, design, development, and implementation of moderately complex systems. This role requires collaboration with development teams and the creation of detailed system specifications and user documentation. The officer will provide specialized advice to users, ensuring that their requirements are translated into effective applications. Additionally, the position involves maintaining and enhancing existing user systems, troubleshooting issues, and providing ongoing user support. The officer will also be tasked with developing training materials, conducting user training, and creating disaster recovery plans. The role requires research and analysis of new technologies to recommend their deployment, as well as facilitating communication between OICT and its clients to maintain good client relations. The officer will also be involved in contract administration and developing partnerships with global and regional partners, academia, and member states.

Duties and Responsibilities:
The duties and responsibilities of the Information Systems Officer include managing projects related to systems analysis, design, and implementation of new systems. The officer will develop detailed specifications and user documentation, provide specialized advice to users, and maintain existing systems. Responsibilities also include troubleshooting, user support, conducting unit and integrated testing, developing training materials, and ensuring data security" style="border-bottom: 1px dotted #007bff !important;">security. The officer will research and evaluate new technologies, write reports on systems-related topics, and facilitate communication between OICT and clients. Additionally, the officer will handle contract administration, develop partnerships, manage ICT research capacities, and provide guidance to junior staff.

Required Qualifications:
Candidates must possess a strong knowledge of information technology and information management, particularly in systems analysis, database design, and programming. Proficiency in several high-level programming languages and experience in structured/object-oriented design, relational systems, and scripting languages is essential. Strong analytical and problem-solving skills are required, along with the ability to develop and implement systems of moderate size and complexity. The candidate should demonstrate professionalism, planning and organizing skills, and a client-oriented approach.

Educational Background:
An advanced university degree (master’s degree or equivalent) in computer science, information systems, mathematics, statistics, or a related field is required. Alternatively, a first-level university degree with two additional years of relevant work experience may be accepted in lieu of an advanced degree.

Experience:
A minimum of five years of progressively responsible experience in information and communications systems governance or related areas is required. Candidates should have experience in developing ICT strategies within a large global organization and in collecting, analyzing, and presenting data to measure strategic outcomes. Experience in conducting research to support technology programs is desirable, as is experience in promoting understanding of emerging technologies.

Languages:
Fluency in English is required for this position, as English and French are the working languages of the United Nations Secretariat. Knowledge of another official United Nations language is considered desirable.

The initial appointment for this position is for a period of one year, with the possibility of extension based on satisfactory performance and availability of funds. Staff members are subject to the authority of the Secretary-General and may be assigned to various activities or offices within the United Nations.
