Job Overview: The Monitoring and Evaluation Officer will play a crucial role in managing the monitoring, evaluation, accountability, and learning functions of the Country Office (CO). This position requires close collaboration with the Chief of Mission and the Head of Accountability and Quality Control Unit, as well as coordination with relevant units at Headquarters and the Regional Office for South-Eastern Europe, Eastern Europe, and Central Asia. The officer will be responsible for identifying IOM-relevant project and learning opportunities, developing the country strategy and project proposals, and liaising with government counterparts, the United Nations Country Team (UNCT), and other development partners. The role is essential for ensuring that the CO's projects and programs are effectively monitored and evaluated, contributing to the overall success of IOM's mission in the region.
Duties and Responsibilities:
Supervise and guide the implementation of Monitoring and Evaluation (M&E) activities of the Country Office according to the projects/programmes/strategy result matrix, in close coordination with the Project/Programme Managers and other relevant IOM staff and partners.
Contribute to the development of tools and systems to monitor the implementation of projects/programmes and/or strategies within the CO focusing on activities, results, expenditure, budget, risks, and assumptions.
Provide substantive inputs to strengthen the capacity of IOM staff and partners to carry out M&E activities in the CO through training, mentoring, and coaching.
Regularly update the evaluation and monitoring plans for projects/programmes/strategies at the CO and share the evaluation plan with the Regional M&E Officer on a regular basis.
Collaborate with the Regional M&E Officer in the development and implementation of the CO’s Monitoring system.
Actively engage in M&E activities with other UN Agencies at the country level, particularly on possible joint monitoring missions and joint evaluations such as thematic evaluation and United Nations Sustainable Development Cooperation Framework (UNSDCF) Evaluation.
Document good practices and lessons learned through analysis of monitoring findings and evaluation reports, and share with relevant IOM project staff, management, and partners.
Facilitate regular feedback from beneficiaries and stakeholders on activities and services provided through the organization’s support in close coordination with field units of CO.
Support Project/Programme Managers in compiling periodic donor reports in line with the M&E plans and agreed reporting schedules, as well as the CoM/HoO in compiling data for UNCT reporting requirements. 1
Provide comprehensive inputs for materials requested by United Nations Country Team (UNCT)/ Humanitarian Country Team (HCT) or individual agencies, Government institutions, Donors, IOM relevant Units at HQs, RO, and/or other partners. 1
Supervise Implementing Partners (IP) by receiving and reviewing progress reports in a timely manner as per agreement with IOM, UN, and donors' terms and conditions. 1
Support the CO’s communication strategy through documenting IOM activities such as capturing case studies, life-changing stories for donor/UN reports, updating CO’s social media accounts, and producing quarterly newsletters and local media briefings. 1
Contribute to the preparation of meetings and events, including donor/UN briefings, donor visits, and conferences. 1
Proactively seek funding sources among potential donors (including private), in line with CO's overall strategy. Manage overall fundraising data and information. 1
Manage submissions for the IOM global institutional reporting processes including the Institutional Questionnaire and Migration Initiatives. 1
Manage, locate, and analyze specific migration-related trends and data relevant to IOM activities in the country. 1
Identify new Project Development opportunities and contribute to its activities in close coordination with COM, Project/Programme Managers, and RO’s Thematic Specialists in line with IOM global frameworks and CO’s strategy. 1
Provide inputs for the development of Results Matrix, and descriptions on monitoring section and evaluation of project proposals/strategies. 2
Participate in UN, donor, sectoral, working groups, and other meetings aimed at the development of new projects. 2
Perform such other duties as may be assigned.
Required Qualifications: The position requires a Master’s degree in International Relations, Political Science, Business or Public Administration, International Studies, or a related field from an accredited academic institution with five years of relevant professional experience; or a University degree in the above fields with seven years of relevant professional experience. Candidates must demonstrate proven experience in project conceptualization, development, monitoring, reporting, and evaluation. Additionally, experience in project development and capacity-building activities is essential, as well as experience in liaising with governmental and diplomatic authorities and national and international institutions. Candidates should also have experience in organizing consultations, workshops, and seminars with high-level stakeholders.
Educational Background: Candidates must possess a Master’s degree in International Relations, Political Science, Business or Public Administration, International Studies, or a related field from an accredited academic institution. Alternatively, a University degree in the aforementioned fields with seven years of relevant professional experience is acceptable. The educational background should provide a solid foundation for understanding the complexities of migration and the operational context of IOM.
Experience: Candidates should have a minimum of five years of relevant professional experience in the field of monitoring and evaluation, project management, or related areas. Proven experience in project conceptualization, development, monitoring, reporting, and evaluation is essential. Additionally, candidates should have experience in capacity-building activities and in liaising with governmental and diplomatic authorities, as well as with national and international institutions. Experience in organizing consultations, workshops, and seminars with high-level stakeholders is also required.
Languages: Fluency in English is required for this position, both oral and written. Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is considered an advantage. Proficiency in the required languages will be specifically evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: The contract type for this position is Special Short Term Graded, with an initial duration of six months. The position is classified at the P-3 grade level.
