Job Overview:
The Water Supply and Sanitation Engineer will be engaged within the Programme Management Support Unit (PMSU) to ensure the effective implementation of engineering and technical support activities related to the Ukraine Water Supply and Wastewater Recovery Project. This role is crucial in addressing the challenges posed by the destruction of water infrastructure due to the ongoing conflict in Ukraine. The Consultant will work closely with the PMSU team to provide technical support, conduct assessments, and ensure compliance with engineering standards and project requirements. The position requires a proactive approach to problem-solving and collaboration with various stakeholders to achieve project objectives.

Duties and Responsibilities:
The Consultant will be responsible for a wide range of tasks, including but not limited to: conducting technical consultations and preparing consultation memos; reviewing feasibility studies and preparing structured review reports; producing technical review reports that include compliance checks and engineering gap analyses; maintaining a database of technical aspects of contracts; conducting assessments of contract performance; preparing monthly technical progress reports; verifying payment documentation and acceptance certificates; analyzing technical solutions for sub-projects; notifying contractors of hazardous conditions; and completing additional tasks as assigned by the PMSU Head. The total expected outputs include 220 written reports and memos, ensuring thorough documentation and compliance with project standards.

Required Qualifications:
Candidates must possess a Master’s degree in engineering, water supply and sanitation services, or a related field. They should have at least 2 years of professional experience in the water supply and/or wastewater sector, along with 3 years of experience working with International Financial Institutions (IFIs) in contract management and procurement. Familiarity with technical specifications, European environmental standards, and experience in design documentation preparation and supervision in the water sector are essential. Strong computer skills, including proficiency in MS Office applications and AutoCAD, are also required.

Educational Background:
A Master’s degree (higher technical education) in engineering, water supply and sanitation services, or a related area is mandatory for this position. This educational background is crucial for understanding the technical aspects of the projects and ensuring compliance with engineering standards and regulations.

Experience:
The position requires a minimum of 2 years of professional experience in the water supply and/or wastewater sector, along with at least 3 years of experience in working with International Financial Institutions (IFIs). Candidates should have substantial experience in contract management and implementation, including design, supply, installation, and oversight of works in the water sector. Prior experience with municipal utilities in water supply and wastewater sectors is highly desirable.

Languages:
Proficiency in English at an upper-intermediate level (B2) is mandatory, along with native or proficient knowledge of Ukrainian (C2). These language skills are essential for effective communication and documentation within the project and with various stakeholders.

Additional Notes:
The contract duration is until 20.11.2026, and the position is full-time. The Consultant will be required to travel for 25 working days to conduct technical inspections of project sub-projects. All selected candidates will undergo rigorous reference and background checks, and UNICEF has a zero-tolerance policy on conduct incompatible with its objectives. The selected consultant will be responsible for their tax liabilities and must ensure that their visa and health insurance are valid for the contract duration.
