Job Overview:
The Monitoring and Evaluation (M&E) Consultant will play a crucial role in supporting sustainable and robust M&E practices for the Ukraine Water Supply and Wastewater Recovery Project. This position involves overseeing the documentation related to the EIB Loan Project, developing data collection plans, and monitoring project implementation progress. The consultant will be responsible for preparing analytical notes to inform project-level management decisions and ensuring compliance with the Financial Agreement and relevant regulations. The role requires a proactive approach to data management and reporting, with a focus on improving project outcomes and ensuring accountability.

Duties and Responsibilities:
The consultant will be tasked with several key responsibilities, including:
  • Conducting weekly reviews of all documentation related to the EIB Loan Project, summarizing findings, risks, and required follow-up actions.
  • Developing a comprehensive data collection plan to be implemented throughout the project, including guidance for Local PIUs on data preparation.
  • Monitoring project implementation progress weekly, assessing the achievement of indicators established in the Results Framework.
  • Preparing 40 analytical notes to advise the PMSU Head on M&E findings, supporting decision-making processes.
  • Maintaining and updating project databases and archives, ensuring accuracy and completeness.
  • Submitting consolidated monthly and quarterly project implementation reports, including M&E reporting on all indicators specified in the Financial Agreement.
  • Analyzing data and providing ad-hoc analytical products as requested by the PMSU Head or MinDev Project Coordinator.

Required Qualifications:
Candidates must possess a Bachelor’s degree in statistics, finance, economics, law, engineering, or a relevant field. They should have at least 1 year of proven experience in monitoring and evaluation of large-scale programs and at least 2 years of experience working with international institutions or donor organizations. Experience with large datasets, including data validation and reporting, is essential. Candidates should also demonstrate skills in critical infrastructure modernization and stakeholder engagement for data collection.

Educational Background:
A Bachelor’s degree in a relevant field such as statistics, finance, economics, law, or engineering is required. This educational background is essential for understanding the complexities of monitoring and evaluation in large-scale projects.

Experience:
The position requires a minimum of 1 year of experience in monitoring and evaluation of large-scale programs, along with at least 2 years of experience working with international institutions or donor organizations. Candidates should have a strong background in handling large datasets and experience in critical infrastructure projects.

Languages:
Proficiency in English at an advanced level (C1) is mandatory, along with proficiency in Ukrainian at a native level (C2). Additional language skills may be considered an asset but are not required.

Additional Notes:
The consultancy is expected to be conducted under a contract that specifies all-inclusive fees in USD against deliverables. Payment will be based on the submission of agreed deliverables, and UNICEF reserves the right to withhold payment if deliverables do not meet required standards. The consultant will not be considered a staff member and will not receive benefits such as leave entitlements or medical insurance. They are responsible for their tax liabilities and ensuring valid visa and health insurance for the contract duration. Selected consultants must confirm their fully-vaccinated status against COVID-19, although this requirement does not apply to those working remotely.
