Job Overview: The Programme Manager will play a crucial role in managing the implementation of various social protection projects in Vietnam, particularly those funded by Irish Aid and the Australian Government's Department of Foreign Affairs and Trade (DFAT). The Programme Manager will oversee the coordination of technical assistance, training activities, and provide high-level technical advice to Vietnamese counterparts. This role is pivotal in aligning the ILO's initiatives with national plans aimed at achieving the Sustainable Development Goals (SDGs) and the Decent Work Country Programme (DWCP) for Vietnam. The successful candidate will be responsible for ensuring that the projects contribute to coherent ILO country interventions on social protection, while also fostering collaboration with various stakeholders, including government agencies and other UN entities.
Duties and Responsibilities: The Programme Manager will be responsible for a wide range of duties, including:
Coordinating and implementing project activities in line with ILO standards and guidelines.
Preparing reports and publications related to project delivery and evaluation.
Managing human resources for the projects, including recruitment and performance evaluation.
Establishing coordination with UN partner agencies and providing progress updates.
Planning and managing project budgets effectively.
Offering technical expertise and advice to stakeholders, including government ministries and social partners.
Conducting research and producing technical reports and communication products.
Identifying and coordinating partnerships to strengthen the national social protection system. 1
Serving as chair of the UNSDCF Results Group 1 Subgroup on Social Protection. 1
Performing other duties as assigned.
Required Qualifications: Candidates must possess an advanced university degree (Master’s or equivalent) in economics, social sciences, law, or related fields, with demonstrated expertise in social protection issues. Alternatively, a first-level university degree (Bachelor’s or equivalent) in a relevant field, combined with two additional years of relevant experience, will be accepted. Candidates should have a strong understanding of social protection frameworks and policies, as well as experience in managing complex projects.
Educational Background: The educational background required for this position includes an advanced university degree in relevant fields such as economics, social sciences, or law. A first-level university degree may be accepted if accompanied by additional relevant experience. The candidate should have a solid understanding of social protection issues and policies, particularly in the context of developing countries.
Experience: The position requires at least seven years of experience at the international level, specifically in providing technical advisory services related to social protection. Candidates should have a proven track record of expertise in social protection issues, with experience in outreach to the informal economy considered an asset. The role demands strong managerial skills and the ability to work effectively in a team environment.
Languages: A strong command of English is mandatory, including the ability to draft documents clearly and concisely. Proficiency in additional languages may be beneficial but is not explicitly required for this position.
