Founded in 1975, the OSCE has grown to encompass 57 participating states across Europe, North America, and Asia. The organization focuses on a wide range of security issues, including conflict prevention, crisis management, and post-conflict rehabilitation. The OSCE Mission in Kosovo operates under the framework of the OSCE and is dedicated to supporting the development of a stable and democratic society in Kosovo, working closely with local authorities and communities to foster dialogue and cooperation.

Job Overview:
The Chief of Mission Security is a senior management position within the OSCE Mission in Kosovo, responsible for ensuring the safety and security of the mission and its personnel. This role requires a strategic thinker with extensive experience in security management, capable of developing and implementing security strategies tailored to the unique challenges faced by the mission. The Chief of Mission Security will work closely with the Deputy Head of Mission and the Head of Security Management at the OSCE Secretariat in Vienna to create comprehensive security plans, conduct risk assessments, and oversee the implementation of security measures. The position demands a proactive approach to identifying potential security threats and developing effective responses, as well as the ability to lead and manage a diverse team of security personnel.

Duties and Responsibilities:
The Chief of Mission Security will be responsible for a wide range of tasks, including but not limited to: planning and developing security strategies and policies; conducting risk assessments and preparing emergency evacuation plans; revising and updating mission security plans; supervising security personnel and coordinating investigation tasks related to security violations; providing strategic and operational advice to ensure the safety of mission staff; monitoring and evaluating physical security measures; coordinating security arrangements based on risk assessments; managing the staffing table and identifying training needs; overseeing IT, financial, and administrative issues related to security; collaborating with other security organizations; managing the Mission’s Risk Management Register; facilitating meetings of the Security Management Team; and performing related duties as required.

Required Qualifications:
Candidates must possess a second-level university degree in a field related to security and safety matters or a certified training course in a relevant field, combined with significant professional experience. A first-level university degree may be accepted in lieu of the second-level degree, provided the candidate has two additional years of qualifying experience. Furthermore, candidates must demonstrate a minimum of 10 years of relevant, diversified, and progressively responsible professional experience, including at least 5 years in a management role related to security.

Educational Background:
The educational background required for this position includes a Master's degree (second-level university degree) in a relevant field such as security studies, public safety, or a related discipline. Candidates with equivalent qualifications and extensive experience may also be considered.

Experience:
The position requires a minimum of 10 years of relevant professional experience, with at least 5 years in a management capacity. Candidates should have proven work experience in law enforcement, security, and safety matters, preferably in both civilian and military environments. Experience in drafting security plans, conducting security assessments, and managing security operations is essential.

Languages:
Professional fluency in oral and written English is mandatory for this position. Knowledge of local languages in the mission area is considered desirable, as it can enhance communication and operational effectiveness within the local context.

This position is classified as a senior management role and is offered on a fixed-term basis with full-time hours.
