This position is strategically located at the Afghanistan Resident Mission (AFRM) in Kabul, where the specialist will be responsible for coordinating all security-related requirements for ADB's staff, facilities, and operations in Afghanistan. The role involves providing expert advice, guidance, and training to ensure that security measures are maintained at an appropriate level. The Security Specialist will also be tasked with responding to emergency situations and assisting mission travelers and staff members. The position requires a proactive approach to analyzing the political and security landscape in Afghanistan and neighboring countries, identifying potential threats, and developing comprehensive safety and security policies and procedures. The specialist will collaborate with various national and international security agencies to ensure compliance with security protocols and will oversee security arrangements for visiting missions. Duties and Responsibilities: The Security Specialist will be responsible for a wide range of duties, including but not limited to: analyzing the political and security situation in Afghanistan and neighboring countries to assess potential threats; developing and managing safety and security policies and procedures at AFRM; collaborating with the United NationsSecurity Management System (UNSMS) to ensure compliance with security arrangements; overseeing security for visiting missions and conducting security training and drills for ADB personnel; reviewing and developing security plans in cooperation with government and development partners; providing advice and responses to emergency security threats; managing deployment and operational procedures for guard forces; enhancing physical security measures and preparing security risk assessments; maintaining a database of ADB-funded projects in Afghanistan with relevant security information; and supervising junior team members to ensure their ongoing development and performance. The specialist will also be expected to perform other duties as assigned and reflected in their workplan, demonstrating flexibility and adaptability in a dynamic work environment.
Required Qualifications: Candidates for the Security Specialist position must possess a Master's degree or equivalent in security management, international relations, political science, law" style="border-bottom: 1px dotted #007bff !important;">international law, or related fields. A university degree in these areas is also acceptable, preferably at the post-graduate level. Additionally, candidates should have at least 6 years of relevant experience managing security programs and liaising with military or police authorities in various organizations, including government, international institutions, or corporations.
