Job Overview: The UNV Health Officer will play a crucial role in supporting UNICEF's health program in Lebanon, particularly focusing on immunization efforts. The position involves managing data related to immunization and disease surveillance, conducting field visits to assess needs, and suggesting solutions to improve health outcomes for vulnerable children. The Health Officer will be responsible for data management, quality assurance, reporting, monitoring, planning, coordination, and documentation related to health initiatives. This role is vital in ensuring that the health program effectively addresses the challenges faced by children in Lebanon, especially in light of the recent crises that have impacted the national health system and increased the need for affordable primary health care.
Duties and Responsibilities: The UNV Health Officer will have a comprehensive set of responsibilities, including: A. Data Management & Quality Assurance - Managing and ensuring the monthly cleaning and validation of Ministry of Public Health (MoPH) Primary Health Care (PHC) data. - Supporting data verification processes to ensure accuracy and completeness. - Assisting in timely and quality data reporting and analysis. - Supporting surveillance data reporting and immunization coverage data. B. Reporting & Monitoring - Reporting on specific indicators in alignment with the RWP monitoring plan. - Monitoring implementing partners’ monthly reporting for accuracy and completeness. - Contributing to internal and external reporting, including SitReps, donor reports, and RWP indicator development. - Supporting monitoring of immunization indicators and following up with MoPH on related tasks. - Analyzing data for monitoring and alerting on time for needed action to improve deliverables. C. Planning, Coordination & Documentation - Developing concept notes and Terms of Reference (TORs) for health-related projects. - Supporting Programme Documents (PD) submissions to achieve immunization targets. - Participating in internal and external coordination meetings, documenting key actions and follow-up points. - Liaising with the PRIME section on Third Party Monitoring (TPM) and other M&E-related tasks. - Gathering relevant evidence, including media reports and studies on immunization, child health, and nutrition. - Supporting report writing and documentation. D. Field Monitoring & Capacity Building - Monitoring implementing partners’ activities through programmatic visits and HACT-related field monitoring. - Supporting planning and organization of trainings for MoPH-EPI staff and partners. - Conducting field visits to assess needs and reflect them. E. Supply & Logistics Support - Assisting with supply-related tasks, including vaccine and PPE stock follow-up, procurement coordination, and delivery planning. - Reporting on supply inputs and distributions. F. Other Responsibilities - Performing any other related duties as assigned by the supervisor to support program implementation.
Required Qualifications: The position requires a strong set of qualifications, including: - Proficiency in data management and analysis, particularly in health-related contexts. - Experience in monitoring and evaluation processes, especially in immunization programs. - Strong reporting skills, with the ability to communicate complex data clearly and effectively. - Excellent organizational and planning skills, with the ability to manage multiple tasks and priorities. - Strong interpersonal skills, with the ability to work collaboratively with diverse stakeholders. - A commitment to UNICEF's values and mission, particularly in advocating for children's rights and well-being.
Educational Background: Candidates should possess a relevant educational background, typically a degree in public health, epidemiology, statistics, or a related field. Advanced degrees or specialized training in health management or data analysis may be preferred, as they provide a deeper understanding of the health challenges faced by children and the strategies to address them effectively.
Experience: The ideal candidate should have a minimum of 2-3 years of relevant experience in health program management, data analysis, or monitoring and evaluation. Experience working in humanitarian contexts or with vulnerable populations, particularly in the Middle East, is highly desirable. Familiarity with UNICEF's health programs and policies will be an advantage, as it will enable the candidate to navigate the organization's systems and processes more effectively.
Languages: Fluency in English is mandatory, as it is the primary language of communication within UNICEF and for reporting purposes. Proficiency in Arabic is highly desirable, given the local context and the need to communicate effectively with stakeholders and communities in Lebanon. Knowledge of French or other languages may be considered an asset, enhancing the candidate's ability to engage with diverse populations.
Additional Notes: This position is a national UN Volunteer assignment, meaning the selected candidate will be responsible for arranging their own housing and living essentials. The role is based in the UN Resident Coordinator’s Office, and national UN Volunteers are part of the malicious insurance plan. They are expected to be culturally sensitive and adapt to the prevailing culture and traditions in Lebanon.
