Job Overview:
The position of Responsable Programme EHA is based in Port-au-Prince, Haiti. The individual in this role will be responsible for the implementation and achievement of the objectives defined in project proposals. This includes supervising operational teams assigned to the program and ensuring the quality and proper execution of the program. The role requires the individual to propose adjustments or developments to maintain the program's relevance, especially in a challenging security" style="border-bottom: 1px dotted #007bff !important;">security context. The position involves managing multiple projects aimed at providing emergency water, sanitation, and hygiene (EHA) services to displaced populations, particularly in areas controlled by armed groups. The candidate will also be involved in coordinating with local partners and ensuring compliance with safety protocols in a volatile environment.

Duties and Responsibilities:
The main duties and responsibilities of the Responsable Programme EHA include:
  • Overseeing the implementation of EHA projects across multiple sites for displaced populations, ensuring adherence to project timelines and objectives.
  • Coordinating with local partners to ensure effective delivery of EHA services, including water trucking, construction, and rehabilitation of sanitation facilities.
  • Managing the operational teams, providing guidance and support to ensure high-quality service delivery.
  • Conducting regular assessments of the security situation and adapting project activities accordingly to ensure the safety of staff and beneficiaries.
  • Developing and maintaining project monitoring and evaluation tools to assess the impact of EHA interventions.
  • Reporting on project progress and challenges to senior management and stakeholders.
  • Engaging with other humanitarian actors to foster collaboration and enhance the effectiveness of the response.
  • Ensuring compliance with SI's safety and security protocols, particularly in high-risk areas.

Required Qualifications:
The ideal candidate for the Responsable Programme EHA position should possess the following qualifications:
  • A Master's degree in project management, coordination, or a related technical field.
  • A minimum of 3-4 years of experience in the humanitarian sector, with a focus on water, sanitation, and hygiene (EHA) programs.
  • Proven experience in a similar role, demonstrating the ability to manage complex projects in challenging environments.
  • Strong technical skills in EHA, including knowledge of infrastructure rehabilitation and construction.
  • Excellent project management skills, including budget oversight and multi-contract management.
  • Familiarity with protection issues and the ability to integrate protection measures into EHA programming.

Educational Background:
Candidates must have a Master's degree in project management, coordination, or a relevant technical field. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and practical skills to manage humanitarian projects effectively.

Experience:
Candidates should have a minimum of 3-4 years of relevant experience in the humanitarian sector, particularly in roles related to water, sanitation, and hygiene (EHA) programming. Experience in managing similar projects in high-risk environments is highly desirable, as it demonstrates the candidate's ability to navigate complex challenges and deliver effective humanitarian assistance.

Languages:
Fluency in French is mandatory for this position, as it is the primary language of communication within the organization and with local partners. Knowledge of Haitian Creole is appreciated, as it can enhance communication with local communities and stakeholders.

The position is a short-term contract based in Port-au-Prince, Haiti, with a duration of 6 months starting from June 15, 202
  • The role is classified as an employee position, with a gross monthly salary starting at EUR 2310, which includes a base salary and a 10% annual leave allowance. Additionally, a monthly per diem of USD 750 is provided. SI covers accommodation costs and travel expenses between the expatriate's home country and the duty station. The organization also offers a break system, allowing for 7 working days off every three months, along with an additional day of rest for each month worked. Expatriates receive comprehensive health insurance coverage, including medical, dental, and evacuation expenses, as well as reimbursement for necessary vaccinations and malaria treatment. Living conditions include accommodation in a secure guest house with individual rooms, internet access, and proximity to essential services.
