Job Overview:
The Country Support Manager for Haiti will play a crucial role in ensuring the integrated and efficient delivery of support services across various functions including Human Resources, Finance, Information and Communication Technology (ICT), Administration, and Logistics. This position is designed to relieve the Country Representative of direct management and oversight responsibilities across support functions, allowing for a more focused approach to operational follow-up on support services and teams. The successful candidate will be responsible for day-to-day planning, managing support staff, coordinating activities, and ensuring compliance with NRC policies, donor rules, and internal controls. The role also involves contributing to the Country Management Group (CMG) and influencing decisions related to support matters, as well as facilitating the development of strategic objectives for the support functions within the Country Response Plan.

Duties and Responsibilities:
The Country Support Manager will have several key responsibilities, including:
  • Line management of directly reporting staff, overseeing the performance management process, setting clear goals aligned with the country strategy, and supporting staff in achieving these goals.
  • Managing key processes such as workforce planning, recruitment, staff induction, and development, while ensuring Duty of Care for all staff members.
  • Capacity building and upskilling of support teams to enhance their effectiveness.
  • Contributing to the CMG by providing support and information on relevant topics and influencing decisions regarding support matters.
  • Facilitating and coordinating the development of strategic objectives for the support functions in the Country Response Plan.
  • Providing input on operational support during program proposal development and ensuring alignment of operational support with program plans.
  • Ensuring that all support functions deliver quality and timely support for project implementation.
  • Supporting the development and monitoring of the support budget and country budgets in collaboration with the coordinator" style="border-bottom: 1px dotted #007bff !important;">Finance Coordinator and other key stakeholders, while conducting regular analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis, including assessments, cost monitoring, and resource allocation.

Required Qualifications:
Candidates must possess a minimum of 3 years’ experience in a senior management position, preferably within a humanitarian or recovery context. A Bachelor’s degree in Business Administration, Management, or a relevant field is required. Additionally, candidates should have experience in budget development and cost allocation, as well as working in highly volatile and insecure environments. Strong leadership, team management skills, and conflict resolution abilities are essential. Fluency in both English and French, both written and verbal, is mandatory, while knowledge of the context in Haiti is considered an asset. Experience with start-up, exit, or similar operations, including establishing new systems and procedures, is also beneficial. A valid driving license is required.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in Business Administration, Management, or any other relevant field. This educational foundation is crucial for understanding the complexities of managing support functions in a humanitarian context and for effectively contributing to the strategic objectives of the organization.

Experience:
The position requires a minimum of 3 years’ experience in a senior management role, ideally within a humanitarian or recovery context. This experience should encompass leadership and team management, as well as a proven track record of working in challenging and insecure environments. Candidates should demonstrate their ability to navigate complex operational landscapes and effectively manage support services.

Languages:
Fluency in English and French is mandatory for this position, both in written and verbal communication. Additionally, knowledge of Haitian Creole is considered an advantage, as it will facilitate communication and engagement with local stakeholders and communities.

Additional Notes:
The duty station for this position is Port-au-Prince, Haiti. The contract offered is a fixed national or international contract for a duration of 6 months, with the possibility of renewal subject to funding and performance. The role may require travel to areas of intervention within Haiti, estimated at 20%. The salary and benefits are aligned with grade 9 on NRC’s salary scale, which includes accompanying terms and conditions.
