Job Overview: The Access Safety and security" style="border-bottom: 1px dotted #007bff !important;">security-manager" style="border-bottom: 1px dotted #007bff !important;">Security Manager (ASSM) plays a crucial role in ensuring the safety and security of Mercy Corps' operations in Haiti. This position is designed to create and maintain a culture of security awareness that supports the effective implementation of programs. The ASSM is expected to be a strong leader, capable of mentoring team members and communicating effectively with both internal and external stakeholders. The ASSM will work closely with the director" style="border-bottom: 1px dotted #007bff !important;">Country Director, who holds primary responsibility for security management, to operationalize the security plan and guide the Risk Management Team. This role is vital for developing the capacity for humanitarian access management in Haiti, ensuring that security measures are relevant, accurate, and effectively implemented.
Duties and Responsibilities: The ASSM will be responsible for maintaining Mercy Corps’ Global Minimum Standards for Safety & Security, which encompass security management planning, documentation, orientations, briefings, journey management, incident reporting, and workplace safety. The ASSM will conduct country and local Security Risk Assessments, using these assessments to inform security management planning and communicate relevant updates to team members. The ASSM will draft, update, and implement the Security Management Plan, which includes risk assessments, contact information for the Risk Management Team, context analysis, standard operating procedures (SOPs), contingency planning, and emergency medical planning. Additionally, the ASSM will lead mandatory Security Incident reporting, maintain a log of security incidents, and ensure that critical incidents are reported to the global security team immediately. The ASSM will coordinate security trainings and orientations, ensuring that team members are prepared for the security risks they may encounter. The ASSM will also identify and co-chair the Risk Management Team, oversee the annual security self-audit, and serve as a point of contact for the Senior Director of Global Security and the Regional advisor" style="border-bottom: 1px dotted #007bff !important;">Security Advisor.
Required Qualifications: Candidates for the Access Safety and Security Manager position should possess strong leadership skills, with the ability to mentor and develop team members. Effective communication skills are essential for working with various stakeholders. The ideal candidate should have a deep understanding of security management principles and practices, as well as experience in conducting risk assessments and developing security plans. Familiarity with security resources and incident tracking systems is also required. The candidate should demonstrate a commitment to Mercy Corps' mission and values, particularly in promoting diversity and inclusion within the team.
Educational Background: A bachelor's degree in a relevant field such as security management, international relations, or a related discipline is required. Advanced degrees or certifications in security management or related fields are preferred and may enhance a candidate's qualifications for the role.
Experience: The ideal candidate should have a minimum of 5 years of experience in security management, preferably in a humanitarian or development context. Experience working in complex and challenging environments, particularly in Haiti or similar regions, is highly desirable. Candidates should have a proven track record of developing and implementing security plans and managing security incidents effectively.
Languages: Fluency in English is mandatory, and proficiency in French is highly desirable, given the operational context in Haiti. Knowledge of Haitian Creole is a plus and would be beneficial for effective communication with local stakeholders.
Additional Notes: This position is full-time and based in Port-au-Prince, Haiti. The role may involve travel to various program locations within the country.
