Job Posting Organization: Solidarités International (SI) is an international humanitarian aid organization that has been providing assistance to populations affected by armed conflicts and natural disasters for over 40 years. The organization focuses on meeting vital needs such as access to water, food, and shelter. SI is particularly committed to combating diseases related to unsafe water, which is the leading cause of mortality worldwide. The organization operates in 26 countries and employs a total of 3,200 people, including expatriates, national staff, and volunteers. SI has been active in Burkina Faso since 2018, primarily in the Northern, Central Northern, Boucle du Mouhoun, and Sahel regions, providing responses in security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security, water, sanitation, and emergency shelter to populations affected by the deterioration of their living conditions due to security issues. The mission in Burkina Faso is relatively new but has seen significant development, with five operational bases and a coordination base in Ouagadougou. The organization has also been involved in cash transfer interventions and is co-leading a transboundary consortium aimed at supporting resilience and reducing conflict in Northern Burkina Faso. The operational bases include Djibo, Kongoussi, Ouahigouya, Sebba, and Dori, with a budget projection of 14 million EUR for 2023.
Job Overview: The Adjoint Finance of the Financial Coordinator supports the CAF in managing and coordinating all financial aspects of the mission. As an assistant, he/she helps ensure the financial balance of the mission and compliance with Solidarités International procedures, donor procedures, and the laws of the country where SI operates. The assistant will serve as a key reference for the mission and will act as a liaison between the headquarters and the mission for any financial management-related questions, particularly regarding budget monitoring. The mission in Burkina Faso is young, and the finance department is in the process of structuring itself, with the recent implementation of shared costs in budget monitoring being a significant challenge that requires team support. The first 2-3 months will focus on continuing the establishment of all SI procedures within the mission, emphasizing shared costs, training and capacity building for the finance team on all financial tools, and taking charge of the financial coverage of the mission and contract portfolio.
Duties and Responsibilities:
Assist the Financial Coordinator in managing the financial operations of the mission, ensuring compliance with SI procedures and donor regulations.
Monitor and report on budget performance, ensuring that all financial transactions are accurately recorded and reported.
Support the implementation of financial procedures and systems within the mission, including shared costs and budget tracking.
Provide training and capacity building for finance team members on financial tools and procedures.
Act as a liaison between the mission and headquarters for financial management queries.
Assist in the preparation of financial forecasts and budgets for the mission.
Support the Financial Coordinator in managing cash flow and ensuring adequate liquidity for mission operations.
Participate in audits and ensure compliance with financial regulations and standards. 1
Contribute to the development of financial policies and procedures for the mission.
Required Qualifications:
University degree at BAC+4 level in Management and Accounting. A BIOFORCE certificate is an asset.
3 to 4 years of experience in the humanitarian sector.
0 to 2 years of experience in a similar position.
Experience as an assistant to a financial coordinator in a humanitarian mission is mandatory or at least as an administrator of a significant base.
Strong organizational and prioritization skills, with the ability to manage multiple tasks simultaneously and structure work effectively.
Good knowledge and experience in financial management for major institutional donors such as ECHO, UNICEF, CDC, BHA, EU, AFD (donor rules and procedures).
Proficiency in Microsoft Office programs (Word, Excel, PowerPoint, Outlook) is essential, with a strong command of Excel.
Familiarity with accounting software, particularly SAGA, is a plus.
Educational Background: A university degree at BAC+4 level in Management and Accounting is required for this position. Additional certifications, such as a BIOFORCE certificate, are considered an asset and may enhance the candidate's profile.
Experience: Candidates should have a minimum of 3 to 4 years of experience in the humanitarian sector, with at least 0 to 2 years of experience in a similar financial role. Experience as an assistant to a financial coordinator in a humanitarian mission is mandatory, or at least as an administrator of a significant base, demonstrating the ability to manage financial operations effectively in challenging environments.
Languages: Fluency in French is mandatory as it is the working language of the organization. Proficiency in English is considered an asset and may enhance communication with international stakeholders and partners.
Additional Notes: This position is a short-term contract with a salary starting from EUR 2310 gross per month, which includes a base salary of EUR 2100 plus a 10% annual leave allowance paid monthly, and a monthly per diem of EUR 55
SI also covers housing costs and travel expenses between the expatriate's home country and the place of assignment. During the mission, a break system is in place, allowing for 7 working days off every three months, with an additional day of rest for each month worked. Expatriates benefit from comprehensive health insurance covering medical expenses, including dental and ophthalmological care, and repatriation, as well as reimbursement for necessary vaccinations and malaria treatment. Living conditions in Ouagadougou are relatively pleasant, with security rules in place, and the organization provides shared accommodation for expatriates.
