Solidarités International (SI) is an international humanitarian aid organization that has been providing assistance to populations affected by armed conflicts and natural disasters for over 40 years. The organization focuses on meeting vital needs such as access to water, food, and shelter. SI is particularly committed to combating diseases related to unsafe water, which is the leading cause of mortality worldwide. SI operates in 26 countries with a total of 3,200 staff members, including expatriates, national employees, headquarters staff, and a few volunteers. The organization has expanded its humanitarian footprint in Burkina Faso, responding to urgent needs arising from security crises in the Sahel and Central North regions. In 2024, SI's operations extended to various regions, including Koulsé, Liptako, Soum, Yaadga, Bankui, and Sourou. The Burkina Faso mission has merged with the Mali mission, enhancing its operational capacity and budget, which amounts to 12 million euros, primarily funded by ECHO, BHA, DDC, and FHRAOC. SI collaborates with various consortia and local partners to implement its projects effectively.

Job Overview:
The Deputy Country Director for Programs (DPAP) supports the Country Director (CD) in establishing and monitoring the technical strategy. The DPAP is responsible for the effective functioning of the program aspect of the mission, ensuring that projects are executed in accordance with the charter of Solidarités International and comply with internal and contractual procedures. The DPAP coordinates the Technical Coordinators, ensuring their effective management and supervision. This role involves coordinating the writing of project proposals and narrative reports to donors, contributing programmatic elements to the country strategy in support of the Country Director. The DPAP also acts as a substitute for the Country Director in all tasks related to their function. In the first 2-3 months, the DPAP will focus on strengthening project cycle management at the base level, consolidating multi-sectoral assessments, reviewing the RRM-Frontline strategy, and supporting the operational implementation of accountability processes within the program department.

Duties and Responsibilities:
The DPAP's duties include overseeing the program's operational aspects, ensuring compliance with SI's charter, managing the Technical Coordinators, coordinating project proposal writing, and ensuring timely reporting to donors. The DPAP will also be responsible for enhancing project cycle management, conducting multi-sectoral evaluations, and formalizing strategic documents for donor engagement. Additionally, the DPAP will facilitate the review of the RRM-Frontline strategy, support the structuring of the SERA department, and ensure effective communication between bases and coordination. The role requires close monitoring of protection analyses and participation in the development of partnership strategies, as well as overseeing the capitalization of ongoing projects.

Required Qualifications:
Candidates must possess a Master's degree in international relations, development and humanitarian action, political science, or an equivalent field. Additionally, a background in engineering, particularly in agronomy or hydraulics, is also acceptable. The position requires a minimum of 5 years of experience in the humanitarian sector, with at least 3-4 years in a similar role. Technical skills in coordination and representation within consortia and clusters, knowledge of rapid response mechanisms, and strong communication and writing abilities are essential. Candidates should also demonstrate analytical and synthesis capabilities, as well as initiative, rigor, and autonomy.

Educational Background:
The educational background required for this position includes a Master's degree in relevant fields such as international relations, humanitarian action, political science, or an equivalent qualification. Alternatively, candidates with an engineering degree in agronomy or hydraulics may also be considered. This educational foundation is crucial for understanding the complexities of humanitarian work and the technical aspects of program implementation.

Experience:
The position requires a significant level of experience, specifically a minimum of 5 years in the humanitarian sector. Candidates should have at least 3-4 years of experience in a similar role, demonstrating a strong understanding of program management and coordination within humanitarian contexts. This experience is vital for effectively supporting the Country Director and managing the program's operational aspects.

Languages:
Fluency in French is mandatory for this position, as it is the primary language of communication in the region. Proficiency in English is also required, as it facilitates communication with international partners and donors. Knowledge of additional languages may be considered an asset but is not mandatory.

  • The salary is competitive, starting at EUR 3,190 gross per month, which includes a base salary and a 10% annual leave allowance paid monthly. Additionally, a monthly per diem of USD 550 is provided. SI covers housing costs and travel expenses between the expatriate's home country and the duty station. The working conditions include a break system, allowing for 7 working days off every three months, with an additional day of rest for each month worked. Expatriates receive comprehensive health insurance covering medical, dental, and optical expenses, as well as repatriation costs. The living conditions in Ouagadougou are described as pleasant, with a vibrant cultural scene and good access to communication services. However, expatriates are not permitted to drive personal vehicles, and there are security protocols in place regarding movement in certain areas.
