Job Overview: The Senior Operations Officer position is crucial in the context of Burkina Faso, which is currently facing unprecedented security and humanitarian crises. The role involves operationalizing the Humanitarian-Development-Peace (HDP) Nexus within the framework of the United Nations Interim Action Plan for Development (UNIDAP) for 2023-202
The officer will be responsible for developing tools for monitoring and evaluating the effectiveness of interventions, ensuring that humanitarian, development, and peace initiatives are integrated coherently. This position requires collaboration with various stakeholders, including government authorities and international partners, to align interventions with national priorities and international commitments. The officer will also support the government in implementing the HDP Nexus effectively, contributing to stabilization and development efforts in the region.
Duties and Responsibilities: The Senior Operations Officer will undertake a comprehensive analysis of existing frameworks related to the HDP Nexus within the UN system. Responsibilities include formulating recommendations to enhance coordination mechanisms, policies, and tools to strengthen the HDP approach. The officer will collaborate with UN agencies to identify challenges in implementing HDP initiatives and design training sessions to build capacity among UN staff. Additionally, the officer will support the development of effective HDP programs, provide strategic advice for engagement with external partners, and monitor and evaluate the impact of HDP initiatives. The officer will also be responsible for data collection and analysis, ensuring that information is shared effectively among stakeholders, and facilitating regular consultations to maintain coherence in the HDP response.
Required Qualifications: Candidates must possess a Master's degree or equivalent in international development, humanitarian affairs, peace studies, political science, international relations, or a related field. A minimum of 10 years of extensive experience in humanitarian, development, and peacebuilding sectors is required, with a strong understanding of the interconnections between these areas. Proven experience in project management and coordination in a multilateral, fragile, or sensitive context is essential. Excellent communication and interpersonal skills are necessary, along with the ability to negotiate and collaborate effectively with various partners. A deep knowledge of the UN system and its coordination mechanisms is also required, along with proficiency in data management and analysis tools.
Educational Background: The educational background required for this position includes a Master's degree in relevant fields such as international development, humanitarian affairs, peace studies, political science, or international relations. Candidates should have a strong academic foundation that supports their understanding of the complexities involved in humanitarian and development work, particularly in fragile contexts like Burkina Faso.
Experience: The position requires at least 10 years of relevant experience in humanitarian, development, and peacebuilding sectors. Candidates should have a proven track record of managing and coordinating projects and teams in complex environments, particularly involving government actors, UN agencies, NGOs, and other stakeholders. Experience in emergency preparedness and response is highly desirable, as is familiarity with the socio-political context of Burkina Faso and the Sahel region.
Languages: Fluency in French, both written and spoken, is mandatory for this position. Proficiency in English is considered an asset, as it may facilitate communication with international partners and stakeholders. Knowledge of local languages may also be beneficial in engaging with communities and local authorities.
