Job Overview: The Quality Assurance, Monitoring and Evaluation Officer is a pivotal role within the UNFPA-KOICA project, which focuses on enhancing gender equality and empowering women and youth in the Sahel and Northern regions of Burkina Faso. This position is responsible for strengthening monitoring systems across all project components, ensuring that high-quality data is available for decision-making, and supporting evidence-based implementation. The Officer will work closely with project management to enhance evidence generation and use, ensuring that performance data informs strategic decision-making and improves accountability. The role also involves building the capacity of field and country office staff, supporting quality report writing, and establishing protocols for data archiving. The Officer will contribute to improved oversight within the Country Office and strengthen national systems for monitoring and evaluation, thereby enhancing the overall effectiveness of UNFPA's programs in the region.
Duties and Responsibilities: The Quality Assurance, Monitoring and Evaluation Officer will have a comprehensive set of responsibilities, including:
Supporting the development of all KOICA project documents, such as annual workplans, budgets, and progress reports, ensuring they meet quality and compliance standards.
Producing quarterly, mid-term, and annual M&E products required for KOICA and UNFPA reporting.
Tracking project indicators, results, risks, and assumptions across all components.
Ensuring compliance with KOICA-specific donor visibility and documentation standards.
Maintaining an updated repository of project data and monitoring tools necessary for audits and donor reviews.
Coordinating and consolidating data from various sources, including field offices and health facilities.
Organizing and participating in regular monitoring field missions, documenting findings and follow-up actions.
Standardizing and improving the quality of reports and communication products. 1
Documenting capacity gaps of implementing partners and providing ongoing technical support to strengthen compliance and performance monitoring.
Required Qualifications: Candidates must possess a Master’s degree in public health, statistics, economics, mathematics, data science, information systems, communications, or a related field. Alternatively, a Bachelor’s degree in these areas with two additional years of relevant experience is acceptable. The position requires a minimum of 3 to 5 years of postgraduate professional experience in information management, research, or data management, preferably in humanitarian assistance or international development contexts. Experience in gender, sexual reproductive health, and prior work with UNFPA or other UN agencies is highly desirable. Familiarity with donor-funded projects, particularly KOICA, is considered an asset.
Educational Background: The educational background required for this position includes a Master’s degree in relevant fields such as public health, statistics, or data science. A Bachelor’s degree in these areas is acceptable if accompanied by two additional years of relevant experience. This educational foundation is essential for understanding complex data management and evaluation processes within the context of international development and humanitarian assistance.
Experience: The position requires candidates to have a minimum of 3 to 5 years of postgraduate professional experience in relevant fields such as information management, research, or data management. Experience in humanitarian assistance or international development is preferred, with a focus on gender and sexual reproductive health being advantageous. Candidates should also have experience working with UN agencies or donor-funded projects, particularly in emergency contexts, which will be beneficial for navigating the complexities of the role.
Languages: Fluency in both oral and written English and French is mandatory, with a proficiency level of C. Clear and concise writing skills are essential for effective communication. Knowledge of Korean is considered an asset, which may enhance communication with specific stakeholders and partners.
