Job Overview:
The Human Resources and Administration Manager position at NRC is crucial for the effective management of human resources within the Central African Republic Country Office. The successful candidate will be responsible for implementing global HR standards and initiatives, contributing to the development of the country office's strategy and action plan, and supporting the HR team in delivering effective HR services. This role requires a proactive approach to capacity building, legal risk mitigation, and the enhancement of recruitment processes. The manager will oversee the HR team in Bangui, ensuring that HR services are delivered efficiently and effectively, while also maintaining a healthy and empowering office environment. The position involves close collaboration with senior management and program teams to align HR practices with programmatic needs, as well as managing disciplinary procedures and revising strategic HR documents. The role is integral to the overall functioning of the country office and the HR department, requiring active participation in planning processes and the provision of updates to key strategic tools.

Duties and Responsibilities:
The Human Resources and Administration Manager will have a comprehensive set of responsibilities, including but not limited to: implementing global HR standards at the CAR Country Office; contributing to the development of the country office's strategy and action plan; assisting in mitigating legal risks; capacity building of the HR team; supporting international staff in HR management matters; overseeing the HR team in Bangui; strengthening recruitment processes; enhancing training, induction, onboarding, and offboarding processes; improving performance management quality; maintaining a healthy office environment; contributing strategically to the HR department; managing disciplinary procedures; revising HR documents; and ensuring proper use of the NRC People system for HR management. Additionally, the manager will be responsible for managing and updating contracts, overseeing office and accommodation management, and ensuring regular updates of NRC documentation in CAR.

Required Qualifications:
Candidates for the Human Resources and Administration Manager position must possess a minimum of 2 years of experience working as a Senior HR Manager in a humanitarian or recovery context, or 3 years in a major private company within the Central African Republic. They should have experience working in complex contexts and documented results related to the position's responsibilities. A strong understanding of leadership skills and profiles is essential. Fluency in French, both written and verbal, is mandatory, while professional working competency in English will be considered an added advantage. Knowledge of the context in the Central African Republic and experience managing HR systems supporting over 100 staff are also required qualifications.

Educational Background:
The educational background required for this position includes a relevant degree in Human Resources Management, Business Administration, or a related field. Candidates with advanced degrees or specialized certifications in HR management will be viewed favorably. A strong academic foundation in organizational behavior, labor relations, and strategic HR management is essential for success in this role.

Experience:
The ideal candidate should have a minimum of 2 years of experience in a senior HR management role within a humanitarian or recovery context, or 3 years of experience in a major private company in the Central African Republic. Experience in managing HR systems for organizations with over 100 staff is crucial, as is the ability to navigate complex and challenging work environments. Documented results related to the responsibilities of the position will be highly valued, demonstrating the candidate's capability to deliver effective HR solutions in demanding contexts.

Languages:
Fluency in French is mandatory for this position, with both written and verbal proficiency required. Additionally, professional working competency in English is considered an advantage, as it will facilitate communication with international staff and stakeholders. Knowledge of local languages may also be beneficial in enhancing engagement with the community and staff.

Additional Notes:
This position is based in Bangui, Central African Republic, and is offered as a 12-month national contract. The role may require travel of up to 20%. The salary and benefits are classified as Grade 9 on NRC’s scale, accompanied by terms and conditions that reflect the organization's commitment to its employees.
