Job Overview:
The Human Resources Officer will be responsible for providing strategic guidance and support on human resources policies and procedures. This role involves overseeing all HR services within the WHO country office, ensuring operational efficiency and compliance with deadlines. The officer will participate in the development and implementation of HR plans and budgets aligned with program priorities and emergency management requirements. The position requires managing all personnel-related processes, including workforce planning, recruitment, onboarding, skill development, renewals, and separations. The officer will also coordinate job management, ensuring accuracy in HR systems and providing training and support to staff on HR processes. This role is critical in maintaining effective communication with staff regarding HR policy updates and ensuring transparency and compliance with WHO standards.

Duties and Responsibilities:
  • Provide strategic advice and guidance on HR policies and procedures, supporting management in personnel decisions.
  • Supervise and coordinate all HR services within the office, ensuring operational effectiveness and adherence to timelines.
  • Participate in the development and implementation of HR plans and budgets aligned with program priorities and emergency management needs.
  • Manage all personnel-related processes, including workforce planning, recruitment, onboarding, skill development, renewals, and separations.
  • Coordinate job management activities, ensuring accuracy in HR systems (GSM/BMS/Stellis).
  • Train and support staff on HR processes, including the use of self-service HR systems and performance management systems.
  • Act as the focal point for staff learning and development, identifying training needs and facilitating participation in local and regional learning initiatives.
  • Maintain regular and proactive communication with staff regarding HR policy updates, rights, benefits, and conditions of service.
  • Ensure transparency and compliance in all HR actions, adhering to WHO standards and delegations of authority. 1
  • Perform any other related tasks as requested by management and supervisors.

Required Qualifications:
Essential: A university degree (bachelor's level) in human resources management, business or public administration, law, social sciences related to human resources, or a related field from a recognized or accredited institution. Desirable: An advanced university degree (master's level) in human resources management, business or public administration, or a related field.

Educational Background:
Candidates must possess a university degree at the bachelor's level in human resources management, business or public administration, law, social sciences related to human resources, or a related field from a recognized or accredited institution. An advanced degree (master's level) in a relevant field is desirable and would enhance the candidate's profile.

Experience:
Essential: At least two (2) years of relevant experience in human resources management and administration at national and international levels. Proven experience in the operational application of HR policies and practices, recruitment processes, and administration of staff benefits and entitlements. Desirable: Experience in human resources management in emergency situations. Proficiency in Microsoft Office applications and solid knowledge of ERP systems. Project management experience, ideally within the United Nations system and/or in public health.

Languages:
Essential: Proficiency in English and French is required. Desirable: Knowledge of additional languages would be an asset and enhance communication within the diverse workforce of WHO.
