Job Overview:
The Supply Chain Officer position at UNICEF involves providing services and responses related to supply chain management, procurement, and logistics. The officer will contribute to the development of annual procurement plans, analyze data for category management, and assist in market studies to identify sustainable procurement approaches. The role requires collaboration with program sections to plan procurement initiatives, prepare necessary documentation for long-term agreements, and ensure timely communication with stakeholders regarding procurement processes. The officer will also monitor supply chain performance and contribute to the sustainability of supply chains by implementing best practices. This position is crucial for supporting UNICEF's programs and ensuring that supplies are delivered efficiently and effectively to beneficiaries.

Duties and Responsibilities:
The Supply Chain Officer will be responsible for a variety of tasks including:
  • Contributing to the annual procurement plan and analyzing data for category management.
  • Supporting market studies and gathering data on sustainable procurement approaches.
  • Liaising with program colleagues to plan procurement initiatives and develop specifications and logistics arrangements.
  • Preparing documentation for long-term agreements and processing requests for quotes, tenders, and proposals.
  • Assisting in the evaluation of bids and clarifying with suppliers as necessary.
  • Keeping stakeholders informed about procurement progress and managing supplier relationships.
  • Monitoring procurement dashboards and ensuring timely actions are taken to support UNICEF programs.
  • Conducting local market studies to identify potential suppliers.
  • Contributing to logistics planning and advising on infrastructure constraints. 1
  • Managing warehouse and inventory processes, ensuring compliance with UNICEF policies. 1
  • Preparing reports on stock levels and trends, and conducting physical inventories. 1
  • Supporting the establishment of partnerships with UN organizations for collaborative procurement and logistics arrangements. 1
  • Contributing to knowledge sharing and capacity building within the supply chain team.

Required Qualifications:
Candidates must possess a minimum of 5 years of relevant administrative experience in supply chain management or a commercial context. A strong understanding of humanitarian work and development is an asset. Candidates should demonstrate knowledge of procurement processes, partnership mechanisms, and relevant regulations. Proficiency in MS Office applications and SAP is required, along with the ability to learn new tools quickly. Candidates should also exhibit strong analytical skills and the ability to interpret and apply specialized rules and regulations to specific situations.

Educational Background:
A technical or university degree related to supply chain management, business administration, contract law/commercial law, or another relevant technical field is required for this position. This educational background is essential for understanding the complexities of supply chain operations and procurement processes.

Experience:
The position requires at least 5 years of relevant administrative experience in supply chain management or a commercial context. Candidates should have a solid understanding of humanitarian work and development, which will enhance their effectiveness in this role.

Languages:
Fluency in French is mandatory for this position. Knowledge of another UN official language is considered an asset, which can enhance communication and collaboration within the organization and with external partners.
