Job Overview: The Senior Humanitarian and WRD Specialist position is crucial for strengthening UN Women's humanitarian action in the Central African Republic (CAR). The consultant will be responsible for providing strategic leadership and operational oversight for ongoing humanitarian programs, particularly those addressing gender-based violence (GBV) and supporting women's rights in crisis situations. The role involves collaboration with various stakeholders, including government entities, NGOs, and international organizations, to ensure that women's needs and rights are prioritized in humanitarian responses. The consultant will develop a strategic work plan, conduct gender analyses, and produce reports that inform decision-making processes. This position requires a proactive approach to addressing the unique challenges faced by women and girls in humanitarian contexts, ensuring that their voices are included in the planning and implementation of humanitarian interventions.
Duties and Responsibilities: The consultant will undertake a variety of responsibilities, including but not limited to:
Developing an inception report and a strategic 3-month work plan that outlines priority actions for humanitarian leadership and coordination.
Conducting gender analyses and producing gender alerts to inform inter-agency decision-making.
Facilitating and documenting Gender Technical Group meetings, ensuring that key discussions and outcomes are recorded.
Preparing and delivering capacity-strengthening interventions for staff and partners on gender-responsive humanitarian action.
Monitoring and providing support for ongoing humanitarian projects funded by the Japan Supplementary Budget and CERF.
Developing donor proposals and investment briefs to enhance UN Women's funding pipeline.
Ensuring compliance with UN Women’s program and financial standards in project management and reporting.
Producing monthly reports that synthesize progress and highlight key developments in humanitarian programming.
Required Qualifications: Candidates must possess a Master’s degree or equivalent in fields such as human rights, gender studies, international relations, or social sciences. A first-level university degree combined with two additional years of relevant experience may be accepted in lieu of the advanced degree. Additionally, a project/programme management certification (e.g., PMP®, PRINCE2®, or MSP®) is considered an asset. Candidates should demonstrate substantive knowledge and experience in gender equality, protection, and humanitarian action, particularly in inter-agency coordination and policy analysis.
Educational Background: The educational requirements for this position include a Master’s degree in relevant fields such as human rights, gender studies, international relations, or social sciences. A first-level university degree may be accepted if accompanied by significant relevant experience. Candidates with project management certifications will have an advantage in the selection process.
Experience: The position requires at least 7 years of progressively responsible experience in designing and managing humanitarian programs, with a focus on gender and protection in emergencies. Candidates should have substantial experience in inter-agency coordination, preferably within protection clusters, and possess skills in policy analysis and strategic planning. Experience in building partnerships with governments, donors, and civil society organizations is essential, as is familiarity with the UN system and operations in the region.
Languages: Fluency in English and French is mandatory for this position. Knowledge of Sango is considered desirable, as it may enhance communication and engagement with local stakeholders.
Additional Notes: This consultancy is home-based with one required travel to the field each quarter. The contract duration is specified until March 2026, with deliverables due at the end of each month during the consultancy period.
