Job Overview: The National Consultant for Municipality Mapping Assessment will play a crucial role in supporting the UN Resident Coordinator’s Office in Timor-Leste. The consultant will be responsible for developing a data entry mapping assessment tool and conducting a comprehensive review of development projects across 13 municipalities. This position requires collaboration with the Ministry of State Administration and local authorities to gather and analyze data on various development initiatives. The consultant will also utilize AI tools to create accessible maps that cluster interventions according to the SDG transitions and the National Strategic Development Plan. The role involves documenting lessons learned, participating in meetings, and fostering relationships with stakeholders to enhance the effectiveness of development efforts in the region.
Duties and Responsibilities: The consultant's primary duties include:
Developing a data entry mapping assessment tool that accounts for various development projects across the municipalities.
Conducting a detailed review of data related to development projects, including project names, thematic focus, target beneficiaries, implementing organizations, funding levels, and sustainability plans.
Collaborating with the Ministry of State Administration and Municipal Authorities to ensure accurate data collection and analysis.
Creating an accessible map of the information using AI tools, clustering interventions according to the SDG transitions and the National Strategic Development Plan.
Documenting lessons learned and challenges throughout the project stages for sharing with relevant stakeholders.
Participating in meetings, workshops, and consultations to gather feedback and address concerns, fostering positive relationships with partners.
Required Qualifications: Candidates must possess a Bachelor’s degree in Statistics, Social Sciences, data management, or a related field. An advanced degree in data management and analytics is desirable. Additionally, candidates should have experience with data management tools, data visualization tools, and spreadsheet software, as well as the ability to interpret and analyze information effectively. Experience working with Timor-Leste government agencies and international organizations is an asset, along with a minimum of three years of relevant professional experience in data analytics. Proficiency in computer-aided design (CAD) software, GIS, and AI tools is also desired.
Educational Background: The position requires a Bachelor’s degree in a relevant field such as Statistics, Social Sciences, or data management. An advanced degree in data management and analytics is preferred, indicating a higher level of expertise and understanding of complex data systems and analysis.
Experience: The consultant should have a minimum of three years of relevant professional experience in data analytics, particularly in the context of development projects. Experience working with government agencies in Timor-Leste, as well as with international organizations and stakeholders involved in infrastructure projects, is highly valued. Familiarity with local contexts and challenges will enhance the consultant's effectiveness in this role.
Languages: Proficiency in English and Tetum is required for this position, as these are the primary languages used in communication and documentation. Knowledge of Portuguese is considered an advantage, as it may facilitate interactions with additional stakeholders and enhance the consultant's ability to navigate the local context.
