Job Overview: The Shelter Coordinator position is crucial for implementing the Shelter project portfolio delegated to them. The role involves managing a team of Shelter and Settlement technical officers, ensuring adherence to NRC policies and guidelines, and contributing to the development of strategies and project proposals. The Shelter Coordinator will oversee the implementation of shelter projects, ensuring they meet the needs of the most vulnerable populations, particularly in the context of the ongoing refugee crisis in Moldova. This position requires a proactive approach to identifying and addressing gaps in service delivery and promoting innovative solutions to improve living conditions for displaced individuals. The Shelter Coordinator will also play a key role in capacity building for local partners and staff, ensuring that all project activities are carried out effectively and in compliance with established standards.
Duties and Responsibilities: The Shelter Coordinator will be responsible for a wide range of duties, including:
Line management of Shelter and Settlement technical officers, ensuring effective team performance and adherence to NRC policies.
Contributing to the development of Shelter and Settlement strategies, project proposals, and budgets.
Managing and implementing the delegated portfolio of Shelter projects, ensuring high technical quality and compliance with donor requirements.
Providing regular progress reports to the Shelter and Settlement Project Development Manager (PDM) and assisting in donor reporting.
Developing data management tools and Standard Operating Procedures for partner implementation.
Ensuring that projects target beneficiaries in need of protection and exploring new ways to assist them.
Participating in the recruitment and training of Shelter Officers to enhance project staff capacity.
Collaborating with other teams to ensure comprehensive service delivery to project beneficiaries.
Overseeing technical rehabilitation works and ensuring compliance with project standards. 1
Experience in planning, design, coordination, and implementation of construction projects.
Ability to develop technical documentation, including Bills of Quantities (BoQs) and Scope of Works (SoWs).
Strong communication, interpersonal, analytical, and negotiation skills.
Proficiency in computer applications, particularly Microsoft Word and Excel, with knowledge of Microsoft Project and CAD being an advantage.
Educational Background: The educational background required for the Shelter Coordinator position includes a university degree in a relevant field such as engineering, architecture, or project management. This educational foundation is essential for understanding the technical aspects of shelter projects and for effectively managing project implementation.
Experience: The position requires candidates to have substantial experience in project management, particularly in humanitarian contexts. This includes experience in managing construction projects, leading teams, and ensuring compliance with project standards. Candidates should also have experience in financial management and administration, as well as in monitoring and documenting project implementation.
Languages: Fluency in English and Romanian, both written and verbal, is mandatory for this position. Knowledge of Ukrainian or Russian is considered an asset, as it may facilitate communication with beneficiaries and stakeholders in the region.
Additional Notes: This position is open to candidates who have the legal right to work in Moldova. NRC is unable to provide work permits or visa sponsorships for this role.
