Job Overview: The Project Procurement Assistant (G5) will play a crucial role in supporting the procurement activities of the extra-budgetary project aimed at decreasing the risk of weapon proliferation and misuse of small arms and light weapons (SALW) in Albania. This position requires a proactive approach to planning and executing procurement processes in compliance with local legislation and OSCE regulations. The Procurement Assistant will work closely with the National Project Officer and the Project Implementation Team to ensure that all procurement activities are conducted efficiently and effectively. The role involves preparing procurement plans, conducting market analyses, and managing contracts, all while identifying and mitigating procurement-related risks. The successful candidate will be expected to present reports and provide recommendations to enhance procurement strategies and processes.
Duties and Responsibilities: The Procurement Assistant will be responsible for a variety of tasks, including but not limited to: planning and following up on all procurement and contractual aspects related to the project; advising on the appropriate procurement approach; preparing comprehensive procurement plans; conducting market comparative analyses to assess supplier capacities and price variations; making recommendations for Terms of Reference and specifications; preparing contracts and agreements for review; supporting procurement processes through all stages from pre-tendering to contract management; identifying procurement-related risks and proposing viable solutions; and presenting periodic reports to the National Project Officer. Additional relevant duties may be assigned as needed.
Required Qualifications: Candidates must possess secondary education, preferably complemented by a Bachelor’s degree or relevant training in procurement. A minimum of 5 years of relevant work experience in procurement, market researchanalysis, and assessment is mandatory. Knowledge of procurement regulations and principles, as well as experience with risk mitigation methods in procurement, is essential. Candidates should also be computer literate, with practical experience in MS Office and ERP systems. Strong negotiation skills, excellent written and oral communication abilities in English, and the capacity to analyze large amounts of information are required. The ability to multi-task and deliver results under tight deadlines, along with strong analytical and interpersonal skills, is also necessary.
Educational Background: The educational background required for this position includes at least a secondary education, with a preference for candidates holding a Bachelor’s degree or having completed relevant courses or training in procurement. This educational foundation is essential for understanding the complexities of procurement processes and regulations.
Experience: The position requires at least 5 years of relevant work experience in procurement, market research analysis, and assessment. This experience is crucial for effectively managing procurement activities and ensuring compliance with regulations and standards. Candidates with procurement-related certifications will have an advantage in the selection process.
Languages: Fluency in English is mandatory, with excellent written and oral communication skills necessary for preparing presentations and reports. While English is the primary language required, knowledge of additional languages may be considered beneficial but is not mandatory.
Additional Notes: This position is a fixed-term appointment under a local contracted grade of G5, with a full-time schedule.
