Job Overview: The Programme Manager will play a crucial role in leading and managing the Fresh Horizons pilot project in Yemen, which focuses on applying an inclusive, climate-resilient Market Systems Development (MSD) approach within the fisheries sector. This position entails providing strategic direction and oversight for the program, ensuring successful delivery of outputs, and managing the design" style="border-bottom: 1px dotted #007bff !important;">program design and delivery team. The Programme Manager will represent the program to various stakeholders, including FCDO and government ministries, while ensuring that all components of the program are integrated and aligned with the overall vision. The role requires identifying risks and issues related to program implementation and making timely adjustments to ensure success. The successful candidate will also be responsible for steering the MSD approach, providing technical direction, and leading the program team in identifying strategic focus areas and monitoring results. The program is expected to commence in spring 2025, pending approval and negotiations, with the candidate expected to start as soon as possible.
Duties and Responsibilities: The Programme Manager's duties include leading the development of a shared vision and strategy for the program, recognizing opportunities for innovative action, and fostering a collaborative environment. They will oversee program startup, management, and administration, ensuring that all activities are executed effectively and in compliance with donor expectations. The Programme Manager will monitor implementation progress, manage risks, and ensure responsiveness to community needs. They will also be responsible for creating a respectful work environment, promoting accountability, and providing constructive feedback to team members. Additionally, the Programme Manager will represent the program to various stakeholders, coordinate with partners, and ensure effective communication and information sharing. They will lead the design and implementation of monitoring and evaluation systems, ensuring alignment with global best practices in market systems development and social inclusion.
Required Qualifications: Candidates must possess a Master's degree in a relevant field such as business administration, international relations, or development studies. Alternatively, a Bachelor's degree with five additional years of relevant international development experience may be accepted. A minimum of seven years of progressively responsible experience in international development activities is required, with a preference for experience in MSD, livelihoods, and resilience programming. At least three years of program management experience is essential. Candidates should have demonstrated experience in advising or managing MSD programs, navigating NGO procurement systems, and building the capacity of staff and partner organizations. Experience in fragile contexts, particularly in Yemen, is preferred, along with a strong understanding of gender and socio-cultural factors. Excellent communication skills and the ability to work effectively with diverse stakeholders are also necessary.
Educational Background: The educational background required for this position includes a Master's degree in a relevant field such as business administration, international relations, or development studies. In lieu of a Master's degree, a Bachelor's degree combined with five additional years of relevant international development experience is acceptable. This educational foundation is critical for understanding the complexities of program management and implementation in challenging environments.
Experience: The Programme Manager should have a minimum of seven years of progressively responsible experience in international development, with a focus on MSD, livelihoods, and resilience programming. At least three years of this experience must be in program management. Candidates should have a proven track record of successfully implementing international development activities and managing complex programs, particularly in fragile contexts. Experience working with major institutional donors, especially FCDO, is strongly preferred, as is experience in building the capacity of staff and partner organizations.
Languages: Fluency in spoken and written English is required for this position. Knowledge of Arabic is advantageous, as it will facilitate communication with local stakeholders and enhance the effectiveness of program implementation.
Additional Notes: This position is based in Aden, Yemen, with travel required to potential program locations across the country. The role is expected to start as soon as possible, with the program anticipated to begin in spring 2025, pending approval and negotiations.
