Job Overview: The Team Leader at NRC ICLA & Protection Program is responsible for managing, supervising, and supporting a dynamic team of field staff who provide essential services to conflict and displacement-affected community members. This role involves delivering information, counseling, legal assistance, and protection services, which include support on legal identity documentation, housing, land and property rights, and addressing safety risks and access to services. The Team Leader ensures that the ICLA and Protection activities are well-coordinated, rights-based, and responsive to the evolving needs of affected populations. The position requires a proactive approach to engage with communities, local authorities, and stakeholders to ensure the effective implementation of programs that prioritize the most vulnerable individuals.
Duties and Responsibilities: The Team Leader will coordinate the implementation of ICLA/Protection activities in alignment with NRC's strategy, proposals, budgets, and work plans. Responsibilities include ensuring compliance with NRC policies and donor requirements, engaging with communities and local authorities about project objectives, and breaking down annual operational plans into actionable weekly, monthly, and quarterly plans. The Team Leader will supervise and enhance the capacity of field staff through training and mentoring, prepare regular progress reports, and ensure that activities are focused on the most vulnerable populations. Specific responsibilities include leading the supervision of ICLA/Protection activities, promoting integration within area programs, designing team work plans, supporting budget management, ensuring accurate data transfer to databases, maintaining case management systems, and building the capacity of team members through ongoing coaching.
Required Qualifications: Candidates must possess a Bachelor’s degree or equivalent experience, along with at least 3 years of relevant experience in counseling, paralegal empowerment, or protection programming. Knowledge and experience in case work and case management are essential, as well as a strong understanding of protection, housing, land and property issues, and legal identity documentation in Yemen. Candidates should demonstrate good written and spoken English skills, have previous experience in humanitarian organizations, and possess knowledge of management and leadership skills relevant to the role.
Educational Background: A Bachelor’s degree in a relevant field is required, with equivalent years of experience considered. The educational background should ideally include studies related to humanitarian work, social sciences, law, or a related discipline that supports the responsibilities of the Team Leader role.
Experience: The position requires a minimum of 3 years of experience in a relevant field, particularly in humanitarian or recovery contexts. Candidates should have a proven track record of working in complex and volatile environments, demonstrating core competency expertise and documented results related to the responsibilities of the position.
Languages: Fluency in English, both written and verbal, is mandatory for this position. Additional language skills relevant to the local context may be considered an asset but are not explicitly required.
